A Provision of Rs.7500.00 lakhs has been made in the Budget Estimates 2013-2014 for implementation of ‘Rajeeva Yuva Sakthi’ Programme, out of which an amount of Rs. 1875.00 lakhs has already been released vide the GO first read above, leaving a balance of Rs. 5625.00 lakhs during the current Financial year i.e., 2013-2014.
Finance (W.A.I) Department have issued a consolidated BRO for an amount of Rs.6421.63 lakhs under Plan from the BE provision 2013-2014 towards the second installment for implementation of various schemes of Rural Development Department, out of which an amount of Rs.1875.00 lakhs (Rupees Eighteen crores, seventy five lakhs only) has been earmarked under ‘Rajeeva Yuva Sakthi’ during the second quarter of the current financial year i.e., 2013-2014.
Government after examination, accord administrative sanction for release of an amount of Rs.1875.00 Lakhs (Rupees Eighteen crores and seventy five lakhs only) to the Commissioner, Rural Development, A.P., Hyderabad to meet the expenditure under ‘Rajeev Yuva Sakthi’ Programme during the second quarter of the current financial year 2013-2014.
The amount sanctioned in para three above, shall be debited to the following heads of account:
(a) General plan: 1187.50 lakhs (Rupees Eleven crores, eighty seven lakhs and fifty thousand only)
(b) Special component plan for SCs Rs. 500.00 lakhs (Rupees Five crores only):
(c) Tribal Area Sub – Plan of Rs 187.50 lakhs (Rupees one crore, eighty seven lakhs and fifty thousands only):
The Commissioner of Rural Development, A.P., Hyderabad shall draw the funds by presenting a Grants-in-aid bill and adjust the amount in PD A/c No.50 of the Member Secretary, SEEDAP after obtaining the budget authorisation from the Director of Treasuries and Accounts, A.P., Hyderabad in accordance with the Budget release order issued in the reference second read above, and shall intimate the allotment of funds to the Government. The Commissioner, Rural Development, A.P., Hyderabad shall watch the drawal and utilization of the funds by the concerned project implementing agencies.
The Commissioner, Rural Development, A.P., Hyderabad is informed that, the allotments cannot be construed as an authority for incurring the expenditure and the same shall be spent under proper sanction of the competent authority as prescribed under relevant rules and he is further informed that no further budget will be released until the DOR is received.
The Director of Treasuries and Accounts, A.P., Hyderabad is requested to issue necessary budget authorization to the Commissioner of Rural Development, A.P., Hyderabad in accordance with the Budget Release Order issued in the reference second read above.
This order does not require the concurrence of the Finance Department in view of the BRO issued by them vide reference second read above.
