The Director General of Police, Andhra Pradesh, Hyderabad, in the letter has informed that as per the A.P. Police Subordinate Service Rules issued in G.O. Head Constable [Civil] has to complete minimum service of 5 years for further promotion as Asst. Sub Inspectors of Police [Civil]. Since there are a large number of vacancies of Assistant Sub-Inspectors and the eligible Head Constables [Civil] in the state are less in number the Government have issued amendments to the A.,P. Police Subordinate Service Rules and APPM respectively, by relaxing the minimum required service from 5 years to 4 years in respect of Head Constables [Civil] to get the next promotions as Assistant Sub-Inspectors [Civil]. He has further informed that though the minimum required service is relaxed from 5 years to 4 years there are still 1761 number of vacancies of ASIs (Civil) in the State.

The Director General of Police, Andhra Pradesh, Hyderabad has, therefore, requested the Government to amend the rules for reducing the minimum service required for the Head Constables to get promotion as Assistant Sub-Inspectors, from 4 years to 3 years on permanent basis.

Government of AP after Examination of the proposal of the Director General of Police, Andhra Pradesh, Hyderabad, have noticed that amendment relating to minimum qualifying service in respect of Head Constables for further promotion as Assistant Sub-Inspectors were issued vide G.O.Ms.No.287, Home (Legal-II) Dept., dated: 03.10.2011, only one year ago, and issue of further amendment is not felt necessary. Therefore, it has been decided that adhoc promotion be effected without relaxing relevant rules as a one time measure.

Accordingly, Government hereby permit the Director General of Police, Andhra Pradesh, Hyderabad, to consider the adhoc promotions under Rule 10 (a) of Andhra Pradesh State and Subordinate Service Rules, 1996, to the Head Constables who have completed 3 years of service as on 01.09.2012 by following instructions issued in reference 5th and 6th read above, subject to condition that the commencement of probation in the promoted post will be only after completion of minimum service in the feeder category.

The Director General of Police, Andhra Pradesh, Hyderabad, is requested to take necessary action in the matter.
