Commissioner of Civil Supplies has informed that the paddy cut and harvested, paddy in heaps and sheaves and standing paddy crop has been damaged in the districts of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur, Prakasam, Nellore and Khammam and that there is need for relaxing the specifications by opening purchase centres by the A.P. State Civil Supplies Corporation Limited and to commence purchase of damaged and discoloured paddy; and the State Government has requested the Government of India for relaxing specifications for purchase of paddy and rice. Pending receipt of the orders, it has been proposed to get the non FAQ paddy purchased by the A.P. State Civil Supplies Corporation Ltd. as was done in KMS 2010-11.
After carefully examining the matter and to mitigate the hardship to the farmers and to protect them from distress sale, the Government hereby orders that purchase of damaged paddy up to 50% of discolouration or sprouting shall be made by the A.P. State Civil Supplies Corporation Ltd. There would be no value cut till 10% of the damage. After that value cuts for each percentage of deviation at Rs.12.80 per quintal for grade-A and Rs.12.50 per quintal for common varieties of paddy would be imposed as indicated in the annexure. It is also ordered that since the A.P. State Civil Supplies Corporation Ltd is not a commercial organization which can bear the losses in the transactions, the losses which are inevitable in these transactions including the cost of reconditioning and bringing this to the relaxed norms of FCI shall be reimbursed to the A.P. State Civil Supplies Corporation Ltd. The A.P. State Civil Supplies Corporation Ltd shall meet the working capital for purchase of the damaged paddy from out of the funds / cash credit available with them. The reimbursement of losses to AP State Civil Supplies Corporation Ltd. will be based on the audited statement of accounts of the Corporation.
The VC & Managing Director, A.P. State Civil Supplies Corporation Ltd Hyderabad should take steps to minimize the losses on account of procurement of damaged paddy.
The Collectors of affected districts are requested to ensure that the A.P. State Civil Supplies Corporation Ltd., purchases the damaged paddy with discolouration or sprouting up to 50% subject to the condition that the damaged, sprouted and weevilled grains percentage put together does not exceed 5%. The Collectors shall arrange wide publicity through press and scrolling on the T.V Channels besides giving wide publicity by beat of dandora (tom – tom) in the villages concerned for the benefit of the farmers. To avoid rush at the Paddy Purchase Centres tokens should be issued to the farmers, pamphlets indicating village-wise programme, the date, time and location of the purchase centre shall be distributed on large scale in each village affected due to heavy rains so that the farmers could come to the purchase centres on the specified dates without any difficulty.
The District Purchase Committees headed by the Joint Collectors shall take appropriate action for engaging required number of technical man power, procure the adequate number of equipments to conduct the quality tests besides cleaning of the paddy brought by the farmers to purchase centres. They shall make arrangements for the availability of sufficient number of gunnies to transport paddy from PPCs and to make necessary payment to the farmers and have scientific godowns to store paddy purchased besides other logistics. The damaged paddy purchased shall be stacked separately at each scientific godown like SWC, CWC, AMC etc., so as to take appropriate decision at the time of disposal of paddy stocks. Special care should be taken to protect the stocks to be procured under relaxations for different categories as shown below:
i) A1 and C1 : from 5% to 15% ( discolouration or sprouting)
ii) A2 and C2 : from 16% to 25% (do)
iii) A3 and C3 : from 26% to 35% (do)
iv) A4 and C4 : from 36 % to 50% (do)
The VC & Managing Director, A.P., State Civil Supplies Corporation Ltd shall supervise the entire purchase operations of damaged paddy and furnish details of purchase of damaged paddy daily to the Commissioner of Civil Supplies, A.P, Hyderabad.
This order issues with the concurrence of the Finance Department vide their U.O.No. 1258/282/A2/Expr.AHFFCS & E/2012, 13.12.2012.
