Pradesh Scheduled Castes Sub-Plan and Tribal Sub-Plan – Exclusive Finance Secretary


The Government of Andhra Pradesh enacted The Andhra Pradesh Scheduled Castes Sub-Plan and Tribal Plan (Planning, Allocation and Utilizations of Financial Resources) Act, 2013 (Act No. 1 of 2013) to ensure accelerated development of SCs and STs with emphasis on achieving equality.

In order to achieve the objectives envisaged in the Act, State Council for Development of SCs and STs is constituted Vide G.O. 2nd  read above. The State Council advises the Government on all policy matters relating to SCs Sub-Plan / Tribal Sub Plan, suggest measures for proper planning and implementation of schemes, approve to Annual SC Sub Plan / Tribal Sub Plan proposals and performs such functions as prescribed and for implementation of SC/ST Sub-Plan.

The important functions of the Council is the approval of Annual SCSP / TSP Plan. Once SCSP / TSP Plan as approved by the Council, it shall be deemed to have accorded financial concurrence by the Finance Department., under the SCSP / TSP Budgetary Provisions for the years. The budget approved by the State Council for SCs Sub Plan / TSP shall be provided in the Annual Budget. The respective Departments will issue administrative sanction within 10 days of receipt of State Council approval, following usual procedures.

Section 14, of the Act envisages nomination of an exclusive Secretary, Finance in Finance Department for performing the functions relating to Budget implementation and allocation according to the provisions of this Act within the overall discipline of the ways and means position as determined by the Finance Department. Section 15 of the act envisages that Budget Release Orders shall be issued to each department, for the amount provided in the Budget Estimates for Scheduled Castes Sub-Plan / Tribal Sub-plan immediately after passing of the budget by the state Legislature in accordance with the schedule and norms prescribed.

Accordingly   Principal   Secretary   to   Government   (FP),   Finance Department is nominated as the exclusive Secretary, Finance for performing functions  relating  to  Budget  implementation  and  allocation  within  the overall ways and means position of the State.
