Sanction of posts to the Nellore Government Medical College and Hospital 13


Administrative sanction was accorded for an amount of Rs.362.00 crores. (Rupees three hundred and sixty two crores only) i.e Rs.310.00 crores (Rupees three hundred and ten crores only) towards construction of new Government Medical College & Hospital at Nellore with 750 beds and purchase of furniture and equipment as per detailed break up of estimates furnished by APMSIDC and Rs 51.88 crores (Rupees fifty one crores and eighty eight lakhs only) towards salaries for teaching and non teaching staff.

The Director of Medical Education has furnished the proposals for creation of posts both teaching and non teaching in various cadres for Government Medical College and Hospital.

The proposal has been examined in detail in the light of current and future needs of modern medical education and advanced medical care. Accordingly, the Government, after careful examination of the matter, hereby order the following scheme for creation and positioning of staff in the Government Medical College and Hospital at Nellore.

As the existing District Hospital is being upgraded to that of a 750 bed teaching hospitals and attached to the new Medical College, the available staff and issues relating to localization of those cadres in terms of the Presidential Order have also been taken into account in order to utilize the existing manpower and optimize expenditure:

(i) The TB Hospital and the Maternity Hospital at Nellore shall be amalgamated with the Teaching Hospital. All the posts of Medical Officers currently working in the A.P. Vaidya Vidhana Parishad Hospitals at Nellore and the above mentioned Hospitals may be retained by the A.P. Vaidya Vidhana Parishad and relocated at other units of the APVVP, as many units of the APVVP have been upgraded or in the process of up-gradation for which post sanctions are yet to be given. The Medical & Health Department shall send necessary proposals in that regard.

(ii) The Nursing, para-medical and other staff currently working in the District Hospital, TB Hospital and Maternity Hospital will be transferred along with the posts to the teaching hospital of the medical college. As a result, the posts at the District Hospital, Nellore, will be suppressed and posts equal to the number of persons transferred from there will be created in the new Teaching Hospital in order to comply with provisions of the Presidential Order. Other posts in the Nellore Hospital will be suppressed.

(iii) The Principal and the Superintendent shall be in the cadre of Additional Director of Medical Education. The HM&FW Department shall establish an institutional mechanism for integrated and closely coordinated action by the Principal and Superintendent.

(iv) The Principal and the Superintendent shall have dedicated cadre of staff with clearly defined control structure. All the teaching, pre-clinical and para-clinical posts shall be under the control of the Principal and the clinical departments and the departments of Transfusion Medicine, Emergency Medicine and Hospital Administration shall be under the control of the Superintendent. Faculty of Bio-Chemistry, Pathology and Micro-Biology shall be incharge of the overall functioning of the Integrated Laboratory Services. Lab Technicians Gr.I, II and the Lab Attendents shall be positioned in the Integrated Lab Services system.

(v) The Staff requirements has been assessed based on the number of units to be established and the bed strength of the units proposed to be established and the number of posts has been clearly indicated category-wise for each department in order that a clearly defined architecture for all the departments would exist. HM&FW Department may follow this suggested staff scheme for other teaching Hospitals.

(vi) The Category of Senor Resident shall be created on a permanent basis by the HM & FW Department. These posts shall be filled through direct recruitment with candidates having PG qualifications. These posts shall be made the feeder post for the category of Assistant Professor and direct recruitment to the post of Assistant Professor has to be dispensed with. The Department of Health, Medical and Family Welfare shall take necessary action to make service rules to the post of Senior Resident accordingly and also make necessary amendments to the service rules governing the post of Assistant Professor deleting method of direct recruitment. In respect of non-medical post graduate Senior Resident/ Tutors, acquiring Ph.D., be made a pre condition for promotion to the post of Assistant Professor.

(vii) It has also been decided that specific creation of posts for the Urban Training Health Centre and Rural Training Health Centre are not required and it will suffice to attach one existing urban health centre and rural primary health centre to the medical college without altering the structure or existing management control of the PHC.

(viii) The Director of Medical Education shall send separate proposals after identifying the activities to be outsourced as functions instead of outsourcing manpower.

The Government after careful examination of the mater hereby accord sanction for creation of 1157 posts as detailed in Annexure-I, II, III and IV to the new Government Medical College at Nellore and Teaching Hospital attached to it.
