The Commissioner, Vijayawada Municipal Corporation reported that Government of Andhra Pradesh have accorded administrative sanction for the housing project to Vijayawada Municipal Corporation under JNNURM-BSUP Housing Projects in four phases for “Construction of total 28,152 houses with infrastructure facilities, for relocation of Krishna river and Budameru flood victims, Canal bund &BPL category etc.,” at a cost of Rs.818.19 crores.
He has further reported, among others that ULB share is raised by the Corporation, as applicable in Phase-I & Phase-II, the enhanced unit cost of DU would be categorized that out of Rs.98,300/- increase for 13,184 houses that is from Rs.1.32 lakhs to Rs.2.303 lakhs, AP share of Rs.49,150 and ULB share of Rs.49,150 but limiting the ULB share to Rs.41,000/- i.e, maximum available amount under INDIRAMMA urban Housing Programme, the remaining amount of Rs 57,300/- is to be borne by Government of AP., out of Rs.1,00,000/- increase for 832 houses that is increased from Rs.1.40 lakhs to Rs.2.40 lakhs, AP share of Rs.50,000 and ULB share of Rs.50,000 but limiting the ULB share to Rs.41,000/- i.e, maximum available amount under INDIRAMMA urban Housing Programme, the remaining amount of Rs 59,000/- is to be borne by Government of AP. He has further stated that due to adoption of G.O.Ms.No.35 regarding adoption of SSR rates which prevailed during execution and G.O.Ms.No.94 implementation of price variation for cement and steel, tender premium, increase in quantities for raising of basement, extra filling etc., as per the site conditions and inclusion of statutory provision like service tax, labour– cess etc., the unit cost of Dwelling Unit has further increased.
The Commissioner, Vijayawada Municipal Corporation (VMC) has requested to sanction an amount of Rs. 57.47 crores for completion of 14016 houses @ 41,000/- under Urban INDIRAMMA Housing Programme with the unit cost at the rate of Rs.41,000/-, under Urban Indiramma Housing Programme, sanctioned in Phase-I and Phase-II at VMC, Vijayawada.
Government after careful examination of the proposal of the Commissioner, VMC, here by accord permission to the MD,APSHCL to sanction and release an amount of Rs.57, 46, 56,000/- @ Rs.41,000/- pe each dwelling unit towards loan to meet the ULB Share for 14016 units under INDIRAMMA Urban component sanctioned under IHSDP to the Commissioner, Vijayawada Municipal Corporation, Vijayawada on a reimbursable basis. The MD, APSHCL is also informed that the prevailing rate of interest at 10.15% per annum, as per orders issued in the G.O.3rd read above is to be applied for the period of
10 years, with half yearly installment. The VMC, Vijayawada has to repay the loan to Corporation as mentioned above.
The MD, APSHCL shall meet the entire expenditure from the budget allocation of APSHCL for the year 2012-13.
