Incharge arrangements to the post of Chief Engineers

Government of Andhra Pradesh has taken up a large number of Irrigation Projects on priority basis under the Jalayagnam prorgramme. Besides, Water Management is command areas of the existing projects in equally critical.

Be as it may, a large number of Chief Engineer posts in the Irrigation & CAD Department have fallen vacant, and Government is unable to fill up these vacant posts through regular promotions owing to the disputes and litigation over inter-se-seniority amongst engineers.

Government views this situation with much concern, and is of the opinion that public interest cannot be made to suffer on account of disputes and litigation over inter-se-seniority amongst engineers.

Government also observes that leaving this situation unaddressed may lead to catastrophic consequences in the event of contingencies such as floods and natural disasters.

Therefore, and after examining the issue with much circumspection, Government effects incharge arrangements to the vacant posts of Chief Engineers, in relaxation of Rule 10(h) of Andhra Pradesh State and Subordinate Service Rules, 1996, as per Annexure enclosed herewith, subject to the following conditions:-

a). The incumbents shall continue to hold the pay-scale of the substantive lower post, i.e., that of AEE / JE / DEE, and only discharge the duties of the higher post as per Annexure after assuming charge, essentially as a temporary arrangement.

b). These in-charge arrangement is subject to outcome of the court cases pending, if any in the Hon’ble Courts i.e., APAT/High Court / Supreme Court.

c). These temporary arrangement shall be terminated as soon as the requirement is over, without any prior notice to the incumbents concerned.

d). The Government reserves the right to suo-motu review / modify / substitute / terminate any of the in-charge arrangement so made, without assigning any reasons thereof, at any time.

e). It is also reiterated that temporary arrangements are not a recognition of seniority. No rights, equities or claims shall therefore be based on the temporary arrangements. If any incumbent makes any claim based on the arrangements thus effected, Government reserves the right to immediately terminate such in-charge arrangement without any notice, and without assigning any reasons thereof.

The Engineer-in-Chief (Administrative Wing), Irrigation & CAD Department, Hyderabad, shall take further necessary action in the matter accordingly.

In the circumstances reported by the Engineer-in-Chief (AW), Irrigation & CAD Department, Hyderabad er, Government hereby order the following transfers and postings of Incharge Chief Engineers with immediate effect in relaxation of the ban on transfer orders issued in the G.O.

a. Sri J.Satyanand, Incharge Chief Engineer (Projects), Irrigation, Karimnagar and Sri B.Hariram, Incharge Chief Engineer, Dr.B.R.Ambedkar Pranahitha-Chevella Srujala Sravanthi, Hyderabad are transferred and posted vice versa.

b. Sri B.Shankar, Incharge Chief Engineer, CADA, Office of the Commissioner, CADA, Hyderabad, who stands transferred vide G.O., is posted as Administrator-cum-Chief, Srirama Sagar Project, LMD Colony, Karimnagar in the existing vacancy.

The Engineer-in-Chief (AW), Irrigation & CAD Department, Hyderabad shall take necessary further action in the matter, accordingly.
