Incentives to Panchayats / Village Councils/District Councils under RGPSA Scheme

Incentivization of Panchayats has been operationalised in 2011-12 and continued in 2012-13 to give recognition to Panchayats that perform their role well and to give correct feedback to those that do not. This process has brought Panchayat Performance into focus, which will encourage all Panchayats to improve the deliver of services in their area and take innovative measures. The process started in 2011-2012 and 2012-2013 would be followed in RGPSA over the 12th Plan Period.

Ministry of Panchayat Raj, Government of India have communicated the guidelines for incentivization of Panchayats/Village Councils/District Councils under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan and requested the State Government among others to constitute a Committee known as State Panchayat Performance Assessment Committee (SPPAC) under the Chairmanship of Principal Secretary Panchayat Raj.

Government after careful examination of the guidelines on Incentivization of Panchayats, hereby constitute the State Panchayat Performance Assessment Committee (SPPAC) with the following composition to oversee the whole process of selection of best performing PRIs and make recommendations to Ministry of Panchayat Raj .

1. Principal Secretary, Panchayat Raj – Chairman
2. Secretary, Rural Water Supply – Member
3. Commissioner, Health – Member
4. Commissioner & Director of School Education – Member
5. Commissioner, Panchayat Raj &Rural Employment – Member/ Convenor
6. Commissioner, Rural Development – Member
7. Prof. Suryanarayana Reddy CDP/APARD – Member
8. Sri P. Sivaramakrishna, Shakthi, Voluntary Agency – Member
9. Sri V.M. Manohar Prasad, Centre for Development & Research – Member

The State Panchayat Performance Assessment Committee (SPPAC) will guide the selection of Best Panchayat Raj Institutions, and frame indicators, questionnaire and marking scheme of the State and will oversee the whole process of selection of best performing panchayats and make recommendations to the Ministry of Panchayat Raj, Government of India for awarding Incentives to the best performing Panchayats.
The Commissioner, Panchayat Raj & Rural Employment shall take necessary action as Member Convenor time to time for finalization list of best Panchayats
