Implementation of Capacity Building for Disaster Response (CBDR)

The 13th Finance Commission (GOI) has recommended a grant of Rs.525.00 Crores for Implementation of Capacity Building for Disaster Response (CBDR) activities within the administrative machinery for better handling of disaster response and for preparation of District and State level Disaster Management Plans, as envisaged under the Disaster Management Act of 2005 (DM Act). The State of Andhra Pradesh was sanctioned Rs.30.00 Crores as grant for a period of 5 years starting from 2010-11 @ Rs. 6.00 Crores per annum.

The Budget Release Order (BRO) issued and administrative sanction accorded in the references respectively were already lapsed, in terms of G.O.Ms.No.182, Finance (BG-I) Department dated: 10-07-2012. Consequently, Budget Release Order (BRO) was issued in the reference 4th cited above for an amount of Rs.6.00 Crores – Non Plan from the BE provision 2012-13, in relaxation of Treasury Control and Quarterly Regulation Orders, towards Capacity Building under Disaster Response (CBDR).

Government after examination of the matter, hereby sanction a sum of Rs. 6.00 Crores (Rupees Six Crores only) from State Disaster Response Fund (SDRF) towards implementation of the Capacity Building for Disaster Response (CBDR) activities under XIII Finance Commission Grant for the year 2011-2012. A copy of the approved perspective Plan for 2010-2015 and Annual Plans for the period 2010-2011 to 2014-2015 under XIII FC for CBDR is enclosed.

The expenditure shall be debited to the following Head of Account

M.J.H. 2245 – Relief on account of Natural Calamities
Sub M.J.M. 80 – General
S.H. (05) – 13th finance Commission Grants to Capacity Building
D.H (200) – Other Administrative Expenses

The Assistant Secretary to Govt. and Drawing & Disbursing Officer, Revenue (DM) Department is authorized to draw the amount sanctioned at para (3) above. He/She shall deposit the amount in savings Bank Account No.62247922773 of State Bank of Hyderabad AP Secretariat Branch, Hyderabad, operated in the name of “Capacity Building for Disaster Response (CBDR) under XIII Finance Commission Grant”.

The amount shall be utilized for the activities approved by the State Executive Committee (SEC) in the perspective plan covering the period 2010-2015 and Annual plans.

The expenditure in the para (3) above, is sanctioned in relaxation of Treasury Control and Quarterly Regulation Order.

This orders issues with the concurrence of the Finance (Exp-Rev) Department vide their U.O.Note No: 29875-A/1283/A1-BG.1/2006, Fin (BG-I) Dept, Dt. 25-11-2006.
