Hiring of mechanized Boats for Patrolling in 15 Coastal Security Police Stations


Inspector General of Police, Coastal Security, Andhra Pradesh, Hyderabad has stated that the GOI had committed to supply Fast Interceptor boats for all the 15 Police Stations under Coastal Security scheme phase – II but it has been clarified in the recent meetings with MHA that the supply of above boats may take some more time as it is at tendering stage. Whereas, boat patrolling in the sea waters upto 5 nautical miles is an essential function of the Coastal Security Police in order to check suspect boats and strangers without which it is difficult to provide security to the Coast. Other Government agencies like Visakhapatnam Port Trust are also engaging fishing boats on hire for patrolling purposes in shallow waters.

The Inspector General of Police, Coastal Security, Andhra Pradesh, Hyderabad, has further stated that tenders for hiring of Fast Interceptor boats for all the newly sanctioned 15 Coastal Security Police Stations were invited, as per procedure in vogue. Quotations from 6 Agencies had been received; among the 6 agencies, Revathi Boat Suppliers, Machilipatnam quoted the lowest price which is within the limit of specified amount and Holly Offshore Logistics, Visakhapatnam quoted the next lower price nearer to the price quoted by the former Agency.

The Marine Police Stations along the Andhra Coast are under the supervision of two DSsP., i.e., Marine Police Stations in Srikakulam, Visakhapatam and Vizianagaram, and East Godavari Districts are under the control of the DSP., North Zone and Marine Police Stations in Krishna, Guntur, Nellore and Prakasam Districts are under the control of the DSP., South Zone. Keeping in view the said position and geographical distance, the IGP, Coastal Security, Andhra Pradesh, Hyderabad, has requested that the work of supply of boats may be entrusted to two agencies i.e., the work of supplying boats to Marine Police Stations under the control of the DSP., South Zone to Revathi Boat Suppliers, Machilipatnam and the work of supplying boats to Marine Police Stations under the control of the DSP., North Zone to Holly offshore logistics, Visakhapatnam, subject to negotiating the price with the later agency to supply the boats on the same price as quoted by the Revathi Boat Suppliers, Machilipatnam.

The Inspector General of Police, Coastal Security, Andhra Pradesh, Hyderabad, has also requested to accord Administrative Sanction for an amount of Rs.2,97,00,000/- per annum to hire (15) boats, by providing additional funds in relaxation of Treasury Control Orders and Quarterly Regulation Orders under Head of Account “2055-Police – MH 001 – Direction and Administration – SH(10)-Marine Police – 130/134-Hiring of Private Vehicles (to be opened).

Government after examination of the proposal and while observing that hiring of boats has become necessary because of the delay in providing boats by MHA, hereby permit to hire (15) boats for a period of (5) months by the Costal Security Police from two agencies i.e., Revathi Boat Suppliers for supplying boats to Marine Police Stations under the control of the DSP., North Zone , Machilipatnam and Holly offshore logistics, Visakhapatnam for supplying boats to Marine Police Stations under the control of the DSP., South Zone, with an expenditure of Rs 1,23,75,000/- subject to negotiating the price with the later agency to supply the boats at the same price quoted by the Revathi Boat Suppliers, Machilipatnam and also meeting the expenditure from within the overall BE for 2013-14 for which re-appropriation proposals and also necessary proposals to take up the matter with the Ministry of Home Affairs, GOI for reimbursement of the said amount which will be furnished later by the DGP.

The Director General of Police, Andhra Pradesh, Hyderabad/ the Inspector General of Police, Coastal Security, Andhra Pradesh, Hyderabad,, shall take necessary action accordingly.
