Extension of tenure of Site Engineers on Contract basis


Orders were issued permitting the Engineer-in-Chief, Panchayat Raj, Hyderabad to appoint 1000 Site Engineers on contract basis in terms of Rule 9 (a) (i) & (b) of Andhra Pradesh State and Subordinate Service Rules, 1996, subject to the terms and conditions laid down therein.

Orders were issued extending the tenure of Site Engineers on contract basis for a period of nearly seven years i.e., up to July 2009, July 2010, July 2011, July 2012 and March, 2013 respectively; subject to condition of entering into fresh agreement with the Site Engineers.

The Engineer-in-Chief, Rural Water Supply & Sanitation, Hyderabad has stated that the extended tenure of Site Engineers will be expired by 31.03.2013. He has stated that at present, (170) Site Engineers are working in RWS&S Department and their services are very much essential at field level for execution of various schemes, sanitation programme and for project works. Hence, the Engineer-in-Chief, Rural Water Supply & Sanitation, Hyderabad, has requested the Government to extend the contract period of the Site Engineers for one more year up to 31.03.2014.

Government have examined the proposals of Engineer-in-Chief, Rural Water Supply & Sanitation, Hyderabad and decided to extend the tenure of (170) Site Engineers, those who are working as on date, on contract basis, for a period of six months i.e., from 1.4.2013 to 30.09.2013 or till the regular Assistant Executive Engineers / Assistant Engineers are appointed, whichever is earlier, in terms of Rule-9(a)(i)&(b) of A.P. State & Subordinate Service Rules, 1996, and subject to condition of entering into fresh agreement with the Site Engineers, duly following the guidelines laid down therein and also subject to meeting the expenditure from “300 – O.C.S.”.

Accordingly, Government hereby direct the Engineer-in-Chief, Rural Water Supply & Sanitation, Hyderabad to extend the tenure of the (170) Site Engineers in Rural Water Supply & Sanitation on contract basis for a period of six months i.e., from 1.4.2013 to 30.09.2013 or till the regular Assistant Executive Engineers / Assistant Engineers are appointed, whichever is earlier, in terms of Rule-9(a)(i)&(b) of A.P. State & Subordinate Service Rules, 1996, and subject to condition of entering into fresh agreement with the Site Engineers, duly following the guidelines laid down therein and also subject to meeting the expenditure from “300 – O.C.S.”. The Engineer-in-Chief, RWS&S, Hyderabad is also directed to follow the following instructions scrupulously:-

(a) Not to contract the services of any additional personnel beyond those existing on 31.3.2013.

(b) Undertake a critical analysis of the need for personnel services obtained through outsourcing system and come up with proposals for rationalizing the existing system.

(c) Establish performance benchmarks for each individual working on outsourcing basis and monitor the performance closely and take action appropriate whenever performance falls short of established bench-marks.

(d) As and when a post is filled on regular basis, if any individual hired through outsourcing is currently occupying such a post, his / her services must be dispensed with.

(e) Instructions of the government with reference to ‘outsourcing’ be followed scrupulously.

The Engineer-in-Chief, Rural Water Supply & Sanitation, Hyderabad shall take necessary further action in the matter, accordingly.

This order issues with the concurrence of Finance (SMPC.II) Department vide their U.O.No.6048/230/A1/SMPC.II/13, dated:10.04.2013.

Action taken in compliance of this order may be intimated to the Government.
