Establishment of Andhra Pradesh State Statistical Training and Research Institute APSSTRI


Government of Andhra Pradesh is a party in India Statistical Strengthening Project, and accordingly formulated Andhra Pradesh State Strategic Statistical Plan (APSSSP) as per the guidelines of Ministry of Statistics & Programme Implementation (MOSPI), Government of India. The APSSSP has been approved by the State High Level Steering Committee and Government of Andhra Pradesh entered MOU with Government of India for implementation of the Project to strengthen the statistical system in Andhra Pradesh. Government of Andhra Pradesh in the G.O. accorded administrative sanction for the Scheme APSSSP under ISSP.

One of the key intervention area of APSSSP is to develop statistical infrastructure and human resource. It is envisaged to establish Andhra Pradesh State Statistical Training and Research Institute (APSSTRI) at a cost of Rs.5.00 crores for civil works and the operation and training cost of Rs.5.25 crores is to be met out of the APSSSP GOI Share during the first three years of the project. The operational and training costs of the Institute will be borne by the State Government under State Plan after three years.

The payment of wages / salaries to the outsourcing / contract employees will be governed as per the orders issued by the State Government from time to time. The Director, Directorate of Economics & Statistics had requested to accord permission for establishment of Andhra Pradesh State Statistical Training and Research Institute (APSSTRI) in Directorate of Economics & Statistics, Hyderabad.

After careful examination of the proposal submitted by the Director, Directorate of Economics & Statistics, Hyderabad, Government has establish Andhra Pradesh State Statistical Training and Research Institute (APSSTRI) in the Directorate of Economics & Statistics, Hyderabad as an APEX Institute in the State for Research and Training in Statistics and Economics.

The main functions of the Institute shall be as follows:

a) Imparting training to statistical personnel at all levels in the State.

b) Undertaking research on statistics in development activities.

c) Offering advice on statistical matters to government departments / agencies.

d) Conducting monitoring and evaluation studies, as entrusted by the government from time to time.

e) Conducting seminars and workshops related to statistical system.

f) Conducting appropriate awareness training programmes to the data users and suppliers.

g) Networking / Coordinating with premier national / international institutions for any of the above functions.

h) Any other functions, as ordered by the government from time to time.

The institute shall conduct the following trainings:

a) The institute shall impart required training to all statistical personnel on Statistics
Economics in development, management and behaviour etc.

b) The institute shall work as a nodal agency for imparting basic training on computer and analytics.

c) Induction trainings to all direct recruits from APPSC. d) Career linked training to the staff.
e) Trainings for line departmental statistical staff and officers at all levels. f) Module on statistics for staff in line department.
g) Specialized trainings to the staff and officers on advanced statistical methods, surveys, data collection, processing, tabulation, analysis and report writing methods.

h) Any other trainings as ordered by the government from time to time.

Orders regarding sanctioning of necessary manpower shall be issued separately.

The Director, Directorate of Economics & Statistics, Hyderabad is directed to take further necessary action.
