Drinking Water facilities to 4005 Schools required for commissioning Jalamani units


The Engineer-in-Chief, Rural Water Supply & Sanitation Department, Hyderabad, in his letter has stated that,during the SLSSC meeting held on 29.7.2013, the committee has approved the proposals of providing drinking water facilities to 4005 Schools required for commissioning Jalmani units with an estimated cost of Rs.1636.06 lakhs under NRDWP-Coverage, with a sharing ratio of 50:50 between GOl and State. The 4005 works were cleared by the STA during the meeting held on 16.7.2013. Further, he has submitted that the proposals of 4005 Schools as approved by the SLSSC during the meeting held on 29.7.2013 with an estimated cost of Rs.1636.06 lakhs and requested the Government for issue of Administrative sanction orders under NRDWP-Coverage, with a sharing ratio of 50: 50 between GOl and State and also stated that, the Districts Collectors will give the school wise Administrative Orders as per the recommendation of the S.E RWS&S concerned. After completion of the components of Part- A i.e., detailed investigations, preparation of detailed estimates and obtaining permissions from other Departments like I&CAD, Forest, Railways, Revenue, NHAI, R&B etc., the Part-B component will be taken up. While according administrative sanction, a clause may be incorporated in the order that as and when the Engineer-in-Chief, RWS&S Department reports to Government that the Part-A components are completed, then the Part-B Component will be cleared by competent authority as per Govt. Memo.No.23032/RWS.II.A1.2012, Dt.28.09.2012 of PR&RD(RWS.II)Dept.
The Government after careful examination of the request of the Engineer-in-Chief, Rural Water Supply & Sanitation Department, Hyderabad hereby accord Administrative Sanction for providing drinking water facilities to 4005 Schools required for commissioning Jalmani units with an estimated cost of Rs.1636.06 lakhs(Rupees Sixteen Crores, Thirty Six Lakhs and Six Thousands Only) under NRDWP-Coverage, with a sharing ratio of 50:50 between GOl and State, as cleared by the State Level Schemes Sanctioning Committee meeting held on
29.07.2013. The details of sanctioned work and School to be covered by this work are annexed to this order, for preparation of Detailed project report including detailed investigation, surveying, planning, Designs and Drawings, estimates and Tender Document etc.
The Engineer-in-Chief, Rural Water Supply & Sanitation Department, Hyderabad is requested to limit the expenditure to Rs.1636.06 lakhs(Rupees Sixteen Crores, Thirty Six Lakhs and Six Thousands Only) and details of all works should be uploaded on IMS “Watersoft” System.
The Engineer-in-Chief, Rural Water Supply and Sanitation Department, Hyderabad is requested to scrupulously follow the guidelines of NRDWP and utilize the funds as per financial rules. No changes shall be made on ground without following due procedure.
For any change from sanctioned technical estimates during execution, the agreement authority shall approach the approving authority concerned in writing. No assumption of approval should be made unless approval is received in writing. The Technical sanction to be accorded must fully conform to the above administrative sanction components only.

6. The Engineer-in-Chief, Rural Water Supply and Sanitation Department, Hyderabad, while conveying the technical approval/sanction should ensure that necessary instructions shall be incorporated therein, to all the agreement authorities concerned (S.Es) to follow the sequential order i.e., head-to-tail approach scrupulously (i) in grounding works, and (ii) while sanctioning payments.
7. All works based on surface water source shall be taken up only after clearance from
Irrigation Department or the owner of source, as the case may be. The DPRs properly approved by competitive authorities should be forwarded to the Government.
9. The per capita capital cost and other technical parameters should be informed to the Government.

10. The reliability and sustainability of the sources and technical parameters needs to be examined by the STA before grounding the scheme. Simillarly if any permissions are needed for the work, they should be obtained before grounding it.

11. The Superintending Engineer, Rural Water Supply and Sanitation Department concerned shall place the works to a District Level Committee consisting of:
