District Committees for Juvenile Justice & Welfare of Street Children


Director, Juvenile Welfare, Correctional Services & Welfare of Street Children, A.P., Hyderabad, has stated that the term of Juvenile Justice Boards and Child Welfare Committees constituted   vide G.O.Ms.No.8, Dept for WCD & SC(JJ)., Dt.20.01.2011 and G.O.Ms.No.9, Dept for WCD & SC(JJ)., Dt.20.01.2011 will expire on 19.01.2014. As per rule 49 of A.P. Juvenile Justice (CPC) Rules 2003, a Selection Committee has to be constituted for identifying and recommending the Social Workers for constitution of Juvenile Justice Boards and for recommending the Chairpersons and Members of the Child Welfare Committees.  He has further stated that vide G.O. Rt. No. 304, Dept for WD, CW&DW (JJ), Dt.11.08.2010, Government authorized the Director, Juvenile Welfare, Correctional Services & Welfare of Street Children, AP, Hyderabad, to issue notification and invite applications from eligible persons who fulfill the qualifications and eligibility criteria prescribed by the Government.   He has therefore, requested to constitute the Selection Committee and also authorize him to issue notification and invite applications from the eligible persons who fulfill the qualifications and eligibility criteria prescribed by the Government.

In exercise of the powers conferred under Rule 49 of the Andhra Pradesh Juvenile Justice (Care and Protection of Children) Rules, 2003 the Government hereby constitute a Selection Committee as follows for selection of the Chairpersons and Members of the Child Welfare Committees and Social Worker as Members of the Juvenile Justice Boards for each of the Districts in the State as per Juvenile Justice (CPC) Act 2000 and A.P. Juvenile Justice (CPC) Rules
2003 and as per rules and orders issued vide G.O. 3rd read above:-

1. Sri. T. Munivenkatappa, IAS (Retd.)  —  Chairperson

2. Prof. M.Sridhar, NALSAR & CIC (Representative of Academic bodies) — Member

3. Prof. Lakshmi Lingam, Deputy Director, TISS, SR Sankaran Block, APARD Campus, Rajendra Nagar  — Member

4. Father Koshi,Navajeevan Balabhavan, Vijayawada (NGO)    —      Member

5. Ms. Shesha Rajyam, Sr.Advocate,A.P. High Court & NGO  —      Member

6. The Commissioner, Women Development & Child Welfare,A.P., Hyderabad. Member

7. The Commissioner, School Education Department, —     Member

8. The Director, Juvenile Welfare, Correctional Service & Welfare of Street Children,–  Member/ A.P., Hyderabad       Convenor

As per Section 35 of the Juvenile Justice (CPC) Act 2000, the State Government may appoint Inspection Committees for Children’s Homes for the State, a District and City, as the case may be, for such period and for such purposes as may be prescribed.   In the reference 6th  read above the Director, Juvenile Welfare, Correctional Services & Welfare of Street Children, AP, Hyderabad, has submitted the proposal to set up the Inspection Committees for each District along with Child Welfare Committees, and Juvenile Justice Boards, with the following Member persons and requested to approve the pattern:-

Official Members.

1. Project Director,  District Women Child Development Agency (DWCDA)–     Chairperson.

2. Regional Inspector of Probation of the District (OR) District Probation Office of the District.
3. Additional District. Medical & Health Officer. Non-Official Members.

4.    Two Social workers    :  to be selected by the Selection Committee along   with   the   panels   for   Child   Welfare Committees & Juvenile Justice Boards for a tenure of three years.

4.       The   Government   hereby   approves   the   appointment   of   Inspection Committees for each of the Districts in the State as per the pattern proposed by the  Director,  Juvenile  Welfare,  Correctional  Services  &  Welfare  of  Street Children, AP, Hyderabad,   in para (3) above.   The Selection Committee constituted as per para (2) above will select the Social Workers as Members of the Inspection Committees. The term of the Inspection Committees will coincide with that of the Child Welfare Committees.

The Director, Juvenile Welfare, Correctional Services & Welfare of Street Children, Hyderabad is hereby authorized to issue Notification and invite the applications from the eligible persons as per the criteria prescribed in the G.O.

The Director, Juvenile Welfare, Correctional Services & Welfare of Street Children, Hyderabad shall take necessary action to convene the meetings of the Selection Committee. G.O.Rt.No. 409 Dated:23-12-2013
