Communications – Ham Radio Clubs Grants


Instructions were issued to the coastal District Collectors including  Khammam  and  Hyderabad  for the formation  of the “District Ham Radio Clubs” by utilizing the services of erstwhile employees of the National Institute of Amateur Radio (NIAR) as per the following pattern:-

Accordingly, the District Collectors have registered the District Ham Radio Clubs in their respective districts.  They have been utilizing the services of the Ham Radio personnel at the time of Natural Calamities as well as in Revenue Communication  network  etc.  during  normal  times  also  throughout  the  year. Necessary Budget is being released on yearly basis for payment of honorarium to the HAM personnel. Honorarium was sanctioned for continuance of Ham Radio Clubs for the financial year 2012 – 2013 and also sanctioned an amount of Rs.20,85,864/- for payment of honorarium to the Ham personnel working in District Ham Radio Clubs.

Government  ordered  to  shift  two  posts  of Secretary and Joint Secretary (Ham Operators) from the Collectorate of Hyderabad to the Revenue (DM) Dept., Secretariat for utilization of their services for  regular Disaster Management activities in addition to ‘Integrated Emergency Communication System’ on honorarium basis.

The Collectors of the coastal districts and Khammam and Hyderabad have requested the Government to continue Ham Radio Clubs during the year 2013– 2014 and to release necessary Grants-in-Aid for payment of honorarium to the Ham Radio Operators.

After careful examination of the entire matter, the Government hereby accord sanction for incurring expenditure on Honorarium to the Ham Radio Clubs for the financial year 2013 – 2014 and also accord sanction for an amount of Rs.20,85,864/- (Rupees Twenty  lakhs  eighty  five  thousand  eight hundred  and  sixty  four  only)  towards payment of honorarium to the Ham personnel working in District Ham Radio Clubs. The payment shall be made to the (14) Ham Radio Operators and one Director, CDMH as detailed in the Annexure appended to this order.

The  expenditure  sanctioned  in  para  (6)  above  shall  be  debited  to  the following Head of account:-

MH – 2245 – Relief on account of Natural Calamities – S.M.H. 80- General M.H.-102- Management of Natural Disaster Contingency Plans in disaster prone areas –  SH(04)-  Disaster Management    -280-    Professional    Services    –284    –    Other payments.”

The expenditure sanctioned above is exempted from Treasury Control Orders and Quarterly Regulation orders.

The District Collectors of Srikakulam, Vizianagaram, Visakhapatnam, East Godavari, West Godavari, Krishna, Guntur, Prakasam, Nellore, Khammam and Asst. Secretary to Govt., Revenue (DM) Department, Secretariat, Hyderabad are hereby authorized to draw the amount and utilize the amount for the purpose for which it is sanctioned while verifying the attendance particulars of the Ham Radio Operators before payment of Honorarium to them and if any unauthorized absence, the amount to that extent shall be deducted and remitted to the above Head of Account and particulars of such remittances be furnished to Government.

The District Collectors shall send Utilization Certificates duly verified by the audit authorities to the Revenue (Disaster Management Accounts. II) Department. The District Collectors are also requested to ensure that there is no outstanding dues to Ham Radio Operators who are working in District Ham Radio Clubs and to see that duties and responsibilities are followed scrupulously.

This order issues with the concurrence of Finance (Exp. Rev.) Dept. vide their

U.O. No.15350/225/A2/Exp.Rev./13 dated 19.06.2013.
