Bomb Blast Victims – Providing employment on compassionate grounds


On 21st  February, 2013, twin bomb blasts took place in Dilsukhnagar area of Hyderabad at a local bus stop and at a canteen at 18.58 hours and 19.01 hours resulting in deaths and injuries to the public.

Orders were issued for providing monitory relief to the families of the deceased and to the injured in the above twin bomb blasts.

The Collector and District Magistrate, Ranga Reddy District has reported that 17 persons  died and 99 injured persons were admitted as in patients in various hospitals.

As  a  further  measure  of  relief  to  the  victims  of  the  above  bomb  blasts, Government have decided to provide employment to the next of kin of deceased persons or permanently incapacitated persons in Dilsukhnagar Bomb Blast on  21-02-2013 on compassionate grounds. The  employment shall  be  provided in  favour of  a  son  or daughter or spouse or grand-son (son’s son) or a grand-daughter (son’s daughter) or grand-son (dependent  daughter’s son)  or  a  grand-daughter (dependent daughter’s daughter) of any married person or a brother or a sister or parent of any unmarried person killed or totally incapacitated in the bomb blast irrespective of the age of the killed, provided the victim was not accused of an offence.

Government  after  examination  of  the  matter  has  authorize  the Collector and District Magistrate, Ranga Reddy District to provide compassionate appointment to the next of kin of deceased/permanently incapacitated in the above said incident upto the level of  Junior Assistant /  Typist as indicated in  para 4  above, depending upon the qualification of the applicant duly following the Rules and Regulations applicable to the scheme of compassionate appointment and the provisions of the   Presidential Order. She is requested to forward the cases in respect of those killed in the above bomb blasts whose domicile is other than Ranga Reddy district, to the respective District Collectors, with a request to provide employment to the next of kin who are killed and permanently incapacitated.

This  order  issues  with  the  concurrence  of  Finance  Department  vide  their U.O.No. 2964/PFS(R&E)/13, dated: 15-03-2013.

On  21st   February,  2013  twin  blasts  took  place  in     Dilsukhnagar  area  of Hyderabad City at a local city bus stop and at a canteen which are within 150 mts., from each  other at 1858 hours and 1901 hours respectively.  Preliminary investigation reports reveal that Improvised Explosive Devices (IEDs) were placed on bicycles causing explosions simultaneously at both the places resulting in deaths and injuries to the citizens.

After assessment of the situation, Government have decided to sanction the following  relief  to  the  victims  of  the  blasts  that  took  place  in  Dilsukhnagar  on 21.02.2013.

Exgratia payment to the next of kin of the deceased Rs.6.00 lakhs

Exgratia  payment to  permanently incapacitated   Rs.6.00 lakhs

(a) Exgratia payment to injured who underwent treatment in hospitals as in-patient for   more than twenty four hours and up to  five days. Rs.50,000

(b) Exgratia payment to seriously injured who underwent treatment in hospitals as in- patient for more than five days.  Rs.1.00 lakh

In   addition  to   the  above   monetary   relief,   all  medical expenses will be borne by the Government.

The expenditure shall be debited to the following Head of account:

“2235 – Social Security and Welfare – 60 Other Social Security and welfare programmes – MH 200 Other Schemes – SH(04) Relief to affected persons on account of Public disturbances –  310 Grant-in-aid – 312 – Other Grants in Aid””

The Collector and District Magistrate, Ranga Reddy District is authorised to sanction ex-gratia  to the eligible victims  of the bomb blast that occurred on 21.02.2013 as per the norms in para 2 above which should be duly substantiated by medical record. She is authorised to incur the expenditure in relaxation of Treasury Control Orders and Quarterly Regulation Orders / Budget Release Orders.  She is also requested to furnish the actual expenditure particulars to Government immediately. U.O.No. 2964/PFS(R&E)/13, dated: 15-03-2013.
