Ban on re-organization of the Gram Panchayats and merger


Orders have been issued imposing complete ban on further bifurcation of Gram Panchayats except in the scheduled areas, where due to smaller habitations and distances there can be justification which may not apply to rest of the State.

In the reference , rules relating to Andhra Pradesh Gram Panchayat (Declaration of villages) Rules’2007 have been issued. Consequently, after immense persuasion of the peoples representatives for up-gradation of Gram Panchayats as Nagar Panchayats / Municipalities, merger of Gram Panchayats into neighbouring Municipalities / Municipal Corporations, bifurcation and re-constitution of Gram Panchayats, amalgamation of Gram Panchayats etc., Government have considered certain cases in relaxation of ban orders.

To begin with the process of conducting the 4th ordinary election to the Panchayat Raj Institutions, Government hereby decided to impose ban on re-organization of Gram Panchayats i.e, up-gradation of Gram Panchayats as Nagar Panchayats / Municipalities, merger of Gram Panchayats into neighbouring Municipalities / Municipal Corporations, in addition to the ban on bifurcation and re-constitution of Gram Panchayats issued in the reference

The Commissioner, Panchayat Raj &Rural Employment, Hyderabad and all the District Collectors in the State are requested to take necessary further action accordingly.
