Orders were issued by framing Special Rules for the Andhra Pradesh, Drugs Control Administration services, and also amendment orders were issued for the Andhra Pradesh, Drugs Control Administration service rules, 1996, by deleting the required practical work experience to the post of Junior Scientific Officer by direct recruitment in Government Order;
The Director General, Drugs & Copyrights, Drugs Control Administration has informed that the Drugs Control Laboratory of the department has an organization structure and allotted cadre strength as follows:-
(1) Junior Analysts – 31.
(2) Junior Scientific Officers (JSO) – 08 (3) Senior Scientific Officer – 04
(4) Joint Director – 01
The Director General, Drugs & Copyrights, Drugs Control Administration has also informed that in the Andhra Pradesh, Drugs Control Administration service rules, 1996 the method of appointment to the post of Jr. Scientific Officer, categorized under Branch-IV (laboratory) is as follows:-
(i) appointment by transfer of Junior Analyst in A.P. Drugs Control Administration subordinate service.
(ii) by direct recruitment in the ratio of 1:1 between promotees and direct recruits.
The Enforcement wing of the Department i.e., feeder category post of Drugs Inspector is filled by direct recruitment through Andhra Pradesh Public Service Commission. The next promotion grade of Drugs Inspector is Assistant Director (Technical), which is filled by promotion of Drugs Inspectors only and not by direct recruitment. Moreover, Assistant Director (Technical) of Enforcement wing is equivalent cadre to Junior Scientific Officer of laboratory wing.
The career advancement scheme in sister concerned department like in Andhra Pradesh State Health and Food Laboratories, and filling the Junior Scientific Officer posts completely through promotion of Junior Analysts but not through direct recruitment. The Director General, Drugs & Copyrights, Drugs Control Administration has requested the Government to issue amendment orders for Special Rule 3 of G.O. Ms. No: 339 Health, Medical & Family Welfare (L2) Department, dt: 28.08.1996.;
The Government after careful examination of the matter, hereby accept the proposal of the Director General, Drugs & Copyrights, Drugs Control Administration, Hyderabad and have decided to amend the Andhra Pradesh Drugs Control Administration Service Rules, 1996 issued in G.O.Ms. No: 339, Health, Medical & Family Welfare (L.2) Department, dt: 28.08.1996. i.e., to modify the ratio of recruitment between promotees and direct recruits to the post of Junior Scientific Officer in Special Rule 3.
Accordingly, the following notification will be published in the Andhra Pradesh Gazette:
In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, and of all other powers hereunto enabling, the Governor of Andhra Pradesh hereby makes the following amendment to the Andhra Pradesh Drugs Control Administration Service Rules, 1966 issued in G.O.Ms. No.339, Health, Medical & Family Welfare (L2) Department, Dt.28.08.1996 as subsequently amended from time to time.
In the said rules, in rule 3, in Branch –IV (Laboratory), against the category (b) Junior Scientific Officer for items (i) and (ii) of column (2), the following shall be substituted, namely:-
“(i) the ratio of 2/3 is to be followed by appointment by transfer of Junior Analyst in the Andhra Pradesh Drugs Control Administration Subordinate Service
(ii) the ratio of 1/3 is to be followed by direct recruitment.”
