Amendments to the Andhra Pradesh Private Security Agencies Regulation Rules 1


In the circumstances reported by the Additional Director General of Police, Intelligence Department Andhra Pradesh, Hyderabad in his letters second and third read above, the Government after careful examination of the proposals of Additional Director General of Police, Intelligence Department, Andhra Pradesh, Hyderabad, have decided to amend the Andhra Pradesh Private Security Agencies (Regulation) Rules, 2008, as issued in G.O.Ms.No.31, Home (Legal.II) Dept., dt. 19.01.2009 and published in the Andhra Pradesh Rules Supplement to Part-I.Ext.No.3, Dt: 22.01.2009.

2. Accordingly, the following notification will be published in Andhra Pradesh Extraordinary Gazette dated: 26-12-2013.

NOTIFICATION

In exercise of the powers conferred by sub-section (1) of section 25 of the Private Security Agencies (Regulation) Act, 2005 (Central Act.No. 29 of 2005), the Government of Andhra Pradesh hereby make the following amendments to the Andhra Pradesh Private Security Agencies (Regulation) Rules, 2008 issued in G.O. Ms.No.31, Home (Legal.II) Dept., dt. 19.01.2009 and published in the A.P. Gazette R.S. to Part-I Ext.No. 3, dt: 22.01.2009.

AMENDMENTS

In the said rules,

(1)   In the Rule 4, in sub-rule (1), for clause (a), the following shall be substituted, namely:-

“(a). by verifying the character and antecedents of the persons by Agency itself or”

(2) (a) In rule 8, in clause (a), for item (2), the following shall be substituted, namely:-

“The applicant shall pay fees through the Challan only, under the Head of Account MH-0070—Other Administrative Services, 60Other Services, MH 101—Receipts from the Central Govt. for Administration of Central Acts and Regulation, SH 07—Other Acts and Regulations, and submit the application to the Controlling Authority of the State concerned where the application is being made. The fees for the grant of licences is same as in sub-section [3] of Section 7 of the Act.

(b). In item (3)(i), after the words “Andhra Pradesh Police Academy, Hyderabad”, the following shall be inserted, namely:-

“/Director General, SPF”

(3). In rule 12, in sub-rule 7, after clause (i) the following shall be added, namely:-

“i(a). The Private Security Agencies shall take all necessary measures to ensure that the guards deployed by them on security of communities / organizations partner with the Officers of Local Jurisdictional Police for the purpose of sharing information promptly for prevention / detection of crime, apprehension of criminals and support in other issues affecting peace and public order. The Security Agencies shall evolve necessary functional and communication Protocols and systems in this regard in consultation with local Police in the overall interests of Public Safety and Security.”

(4). In Appendix-I, for Form-III, the following shall be substituted, namely:-

the following shall be substituted, namely:-

“Training model for licencees (See Rule 5 )

Six Working Days Training at RBVRR A.P. Police Academy,

Hyderabad / SPF Academy, Ameenpur, Medak District”.

    In Telangana most of the Ex – Services personnel
    Not aware of the procedures How to start a security agency. Now it is time Telangana Ex-Servicemen start our own Agencies.
