Agriculture & Horticulture crops damage due to Nilam Cyclone 1


The Commissioner & Director of Agriculture and the Director of Horticulture submitted that the proposals for release of input subsidy pertaining to Nilam Cyclone, 2012 (Rs.428,07,06,500 for Agriculture Dept., & Rs.35,95,65,000 for Horticulture Dept.) and Drought, 2012 (Rs.1185.84 crores for Agriculture Dept., & Rs.13.03 crores for Horticulture Dept.) aggregating to Rs.1662,89,71,500 (Rupees one thousand six hundred sixty two crores eighty nine lakhs seventy one thousand and five hundred only) to cover farmers in 234 mandals in 6 Districts in respect of Drought-2012 and 371 mandals in 9 Districts in respect of Nilam Cyclone-2012, are pending with the Government.

In the meeting on pending Input Subsidy conducted by Hon’ble Ministers for Finance, Agriculture, Revenue, Handlooms & Textiles on 17.04.2013, it was decided that only online releases of input subsidy/ relief assistance will be made for beneficiaries of all Departments only after beneficiaries list in the proforma already communicated in the reference first cited above along with details of bank accounts are submitted along with proposals to the Government.

3. In view of the proposed programme of distribution of amounts to the farmers in the “Rytu Sadassu”, which is likely to be held from 09.05.2013 onwards it was decided to sanction the amount first and later release the same through online direct transfer to the accounts of the ryots.

4. It is further observed that the ryots of the State are suffering heavily due to recurring droughts / cyclones for the past 3-4 years and there is urgent need for sanction of the above amounts to the ryots before the onset of the monsoon so as to enable them to purchase the agriculture inputs seeds /fertilizers etc.
5. When the above proposal was sent to the Finance Department for their concurrence, the Finance Department observed that the full budget is yet to be passed and keeping in view of the urgency recorded by Prl Secy., Revenue, Finance Department approved the above proposal subject to the following conditions:-
(i) Claim for Nilam Cyclone of November, 2012 for Rs.464.02 Crores as additional funds, subject to reimbursement of the amount by GOI, the department taking up the case for release of funds in view of the revised letter on balances under SDRF by AG, AP.
(ii) Claim for Drought 2012 (6 Districts – 234 Mandals) for Rs.1198.87 Crores as additional funds subject to condition that the department pursue with the GOI for sanction / release the relief for the calamity.
(iii) that payment of input subsidy will be done directly to the bank accounts of farmers which should be Aadhar linked as far as possible.
(iv) Payments shall be made within a period of 90 days from the date of release of funds.
(v ) Every farmer will be entitled for input subsidy for only one Disaster for the same agricultural season.
6. Government after careful examination, hereby accord administrative sanction for an amount of Rs.1662,89,71,500 (Rupees one thousand six hundred sixty two crores eighty nine lakhs seventy one thousand and five hundred only) from the State Disaster Response Fund (SDRF) towards input subsidy for losses/damages caused due to Nilam Cyclone of Nov.2012 (Rs.464.02 Crores) and Drought 2012 ( Rs.1198.87 Crores). Details of Calamity-Wise, District-wise allotment is given below in Tables – 1 & 2 in respect of Drought, 2012 and Tables – 3 & 4 in respect of Nilam Cyclone, 2012 in respect of Agriculture & Horticulture sectors respectively.

The Commissioner & Director of Agriculture & Director of Horticulture are requested to submit the proposals separately for each calamity along with the list of beneficiaries as indicated in the reference 1st cited along with the details of bank accounts of each and every ryot both in hard and soft copy through the respective Secretariat Departments for release of funds by way of BROs. The payments to the ryots shall be made subject to the following conditions as stipulated by the Finance Department.
a) the payment of input subsidy to the ryots concerned shall be made directly to the bank accounts of farmers which should be Aadhar linked as far as possible.
b) Payments shall be made within a period of 90 days from the date of release of funds.
c) Every farmer will be entitled for input subsidy for only one Disaster for the same agricultural season, may be approved.

This order issues with the concurrence of Finance Department vide their U.O.Note No.614-PFS(FP)/178/A2/Exp.Rev/ 2013,dt:07.05.2013.
