Agriculture Crop damages – Sanction of Input subsidy to small marginal farmers 1


Commissioner & Director of Agriculture  Hyderabad submitted that during Drought 2012 1259812.78 Ha. of agricultural crops belonging to 1356924 farmers was affected which requires an input subsidy of Rs.1185.84 crores. As per minutes of the meeting which was held with Hon’ble Ministers regarding Input subsidy on 17.04.2013 and it is decided that all proposals for release of input subsidy/relief assistance should include list of farmers/beneficiaries including the details of the bank accounts, name of the bank branch, Bank Account along with the proposals to Government.

Government have issued administrative sanction for an amount of Rs. 1662,89,71,500 towards input subsidy for agriculture and horticulture crops damaged due to Nilam Cyclone  2012 and Drought 2012. Out of this, Rs.1185.84 crores is input subsidy towards agricultural crops damaged due to Drought 2012.

Accordingly, in the reference , the Commissioner & Director of Agriculture, Hyderabad have submitted the proposal for release of an amount of Rs. 823,90,36,000/- (Rupees Eight twenty three crores ninety lakhs and thirty six  thousand only) as input subsidy for online distribution to 986115 farmers whose bank account details have been submitted in the 1st spell The details are given in Table-1 below.

The Finance (Exp.Rev) Department have issued Budget Release Order vide GO.Rt.No.2329, Finance (Exp.Rev) Dept., dt: 03.06.2013 for total amount of Rs. 1013, 02, 30,000/- which includes Rs. 823,90,36,000/- (Rupees Eight twenty three crores ninety lakhs and thirty six  thousand only)  towards input subsidy for Agricultural  Crop damaged due to Drought 2012.

As seen from the final enumeration report furnished by the Commissioner & Director of Agriculture the particulars of crops damaged, area and amount of input subsidy to be released as per SDRF norms are given in Table-2 below.

Table-3 indicates enumeration report of crop Damages more than 50% occurred and input subsidy required to Small, Marginal and Other Farmers’ whose crops were damaged due to Drought-2012, District-wise.

After careful examination of the matter, Government hereby release an amount of Rs. 823,90,36,000/- (Rupees Eight twenty three crores ninety lakhs and thirty six  thousand only) from State Disaster Response Fund (SDRF) to  the Commissioner & Director of Agriculture, Hyderabad towards input subsidy for small, marginal and other farmers, of concerned districts whose crops loss is 50% and above due to drought Kharif,2012, subject to fulfillment of following conditions i) that payment of input subsidy will be done directly to the bank accounts of farmers which should be Aadhar linked as far as possible. ii) payments shall be made within a period of 90 days from the date of release of funds and iii) every farmer will be entitled for input subsidy for only one Disaster for the same agricultural season.

The expenditure sanctioned in para (6) above shall be debited to the following head of Account:

“MJH 2245   –  Relief on Accounts of Natural Calamities

S.M.J.H. 01  –  Drought

M.H. 101     –  Gratuitous Relief.

S.H. (09)     –  Supply of Seeds, Fertilizers and Agriculture

Implements.

310     –   Grants-in-aid

312     –   Other Grants-in-aid”.

The Commissioner & Director of Agriculture, Hyderabad is authorized to draw the amount sanctioned in para (6) above and arrange to disburse/distribute the same to the affected small and marginal farmers through transfer to bank account by way of RTGS/EFT (Real Time Gross Settlement/ Electronic Funds Transfer) and utilize the funds for the purpose for which it is sanctioned.

The Commissioner & Director of Agriculture, Hyderabad is requested to furnish the District-wise distribution particulars to the Government as well as Director of State Audit, Andhra Pradesh, Hyderabad urgently.

The Commissioner & Director of Agriculture, Hyderabad is also requested to submit the pending utilization Certificates for the amounts released by the Government up to 2012-13 and for the amounts sanctioned herein, duly verified by the A.P.State Audit Authorities.  The Commissioner  & Director of Agriculture shall remit the unspent balance, if any, forthwith to Government Accounts.

The expenditure sanctioned in para (6) above is sanctioned in relaxation of Treasury Control and Quarterly Regulation Orders pending provision of funds by way of obtaining supplementary grants during current Financial Year i.e.2013-14.

This order issues with the concurrence of Finance (Exp.Rev) Department vide their U.O.No.15044/215/A2/ EXP.REV/2013, dated:03.06.2013.
