Beedi Leaves – Regulation of Trade in Abnus leaf 2013


The Principal Chief Conservator of Forests, Andhra Pradesh, Hyderabad in the reference read above, has stated that during 2012 BL season, out of the 339 BL units notified for sale, 333 units were disposed off. The achievement is 397021 SBs, as against the sold units target of 431220 SBs, which comes to 92.07%. The Prl.CCF, AP, has proposed to initiate the sale process for 2013 BL season much in advance to take advantage of early sales to dispose off maximum number of B.L. units. A meeting in this regard was held with the Circle Heads of Telangna Region and FDPT, Srisailam on 27.07.2012 and with the Beedi Leaf Contractors Associations on 05.09.2012. Various issues involved in B.L. collection, were discussed. During meeting, it was felt that the existing provisions of the tender and agreement conditions are adequate and there is no need to make major changes to the existing sale notice / agreement conditions of 2012 season. However certain minor changes have been proposed keeping the practical problems in the field.

Government after examination of the matter with reference to the material available and with reference to the proposal of the Principal Chief Conservator of Forests, Hyderabad, hereby issued necessary amendments to all the Sale Notice conditions except condition No. 37 (a) (ii) and all the Agreement conditions except condition No. 9 (a) (ii), and also be permitted to conduct the sale for 2013 Beedi Leaf Season for (339) Beedi Leaf units with a notified target of 436330 SBs by issuing the notifications to make arrangement to conduct sales on suitable dates.

The Principal Chief Conservator of Forests, Andhra Pradesh, Hyderabad is also informed that the proposals relating to issue of amendments to Sale Notice condition No. 37 (a) (ii) and Agreement condition No. 9 (a) (ii), are under examination of the Government separately and the decision of the Government will be intimated soon after a decision is taken in the matter.

The Principal Chief Conservator of Forests, Andhra Pradesh, Hyderabad is, therefore directed to conduct auction with the same targets of 2011 Beedi Leaf Season with existing remission policy.

The Principal Chief Conservator of Forests, Andhra Pradesh, Hyderabad is requested to take action accordingly.

The Government in G.O.Ms.No.87 EFS&T (For.III) Department, Dt.21.8.2012, have appointed the APFDC Ltd., as an agent to Government for
2013 Beedi Leaf season to facilitate the beedi leaf trade during 2013 season.
