Urban Poor in Telangana will get drinking water connection at Rs 1


Government of Telangana with GO 372 on 24 May 2016 issued orders to reduce the burden on the Urban Poor seeking tap connections and to make drinking water connections affordable to Below Poverty Line families by reducing the tap connection charges and accordingly reduced from Rs.1200/- per connection to any Below Poverty line household possessing white ration card and not having access to House Service Connection, shall be granted one House Service Connection on payment of Rs.200/- per connection including the cost of the pipes and road cutting charges.

Government of T State have constituted a Cabinet Sub Committee on Urban Issues and the Cabinet Sub Committee under took a comprehensive study on the issues as per the ToR and made certain recommendations amongst which one of the recommendations is “To provide water connections to the Below Poverty Line families at a taken fee of Rs. 1/-.

The Commissioner & Director of Municipal Administration, Hyderabad in the reference 4th read above has informed that as the white ration card is not in use, there are no yardsticks to identify the below poverty line group. However, Government in the reference 3rd read above have launched social security pension scheme called “AASARA” and issued guidelines for Aasara pensions and it was stipulated that the House Hold whose annual income is less than Rs.1.50 Lakhs in Rural Areas and Rs.2.00 Lakhs per Annum in Urban Areas may be considered for pension and requested the Government to adopt the above condition for identifying the below poverty line group households and also in partial modification to the G.O.Ms.No.515, MA & UD (A1) Dept., dt.25.7.2008 and issue revised orders to the Municipal Councils in the State, Municipalities and Municipal Corporations, that any Below Poverty Line house hold, not having access to drinking water tap connection, shall be granted one House Service Connection on payment of Rs.1/- (Rupee One only) instead of Rs.200/-.

The Commissioner & Director of Municipal Administration, Hyderabad in the reference 4th read above also informed that there is no revenue loss to Government for granting the House Service Connection. The required amount is met by ULBs from their general funds and there is possibility of increasing the connections from 5 Lakhs to 9.25 lakhs. Additional income will be generated to the ULBs, since new connections will be drastically increased and monthly tariff will be collected from them and safe potable and protected drinking water through tap connections will be supplied to each household. The drudgery of women in carrying water from long distance will also be stopped and facilitate them to draw water at doorstep.

Government, after careful examination of the proposal of the Commissioner & Director of Municipal Administration, Hyderabad and in partial modification of the orders issued vide G.O.Ms.No.515, MA & UD (A1) Dept., dt.25.7.2008 hereby adopt the condition of identifying the below poverty line group households i.e. whose annual income is less than Rs.1.50 Lakhs in Rural Areas and Rs.2.00 Lakhs per Annum in Urban Areas in the State, issued by PR & RD Dept. vide reference 3rd read above and Government accordingly order that any Below Poverty Line group households who are not having access to drinking water tap connection, shall be granted one House Service Connection on payment of Rs.1/- (Rupee One only) instead of Rs.200/- in all the Municipal Councils, Municipalities and Municipal Corporations in the State.

The Commissioner & Director of Municipal Administration / Managing Director, Hyderabad Metropolitan Water Supply & Sewerage Board / Engineer-in-Chief (PH) / Commissioners of all Municipal Corporations / Municipalities / Municipal Councils shall take necessary action, accordingly.
