Government of Telangana State with GO MS 58 and 59 issued Regularization and transfer of rights on lands
encroachments on unobjectionable Govt. land and Surplus land under Urban Land Ceiling to the people on payment basis and Assignment of unobjectionable Government land and Surplus land under Urban Land Ceiling to an extent up to 125 square yards to poor families at free of cost.

Regularisation of encroached telangana government land

Whereas, in the meeting of all political parties held on 16-12- 2014, it was unanimously stated that the government should take steps to regularize the possession of government lands, which are being used by the poor people for residential purpose by constructing dwelling units; and Whereas, a large number of families Below Poverty Line (BPL) have been residing in dwelling units on government lands since a long time and their possession has not been regularized by way of pattas thereby, causing impediment in planned development and provision of basic infrastructure; and Whereas, all the political parties also unanimously proposed to consider assigning the land upto 125 Sq. Yards covered by a dwelling unit for persons Below Poverty Line on free of cost basis;

Now, therefore, after careful examination the Government hereby order for assignment of unobjectionable Government land and surplus land under Urban Land Ceiling to an extent up to 125 square yards which are in the possession of poor people at free of cost. The following are the terms and conditions for assignments:

i) Possessions in Unobjectionable Government lands and Surplus Lands under Urban Land Ceiling will be regularised.

ii) Only dwelling units are considered for assignment.

iii) Possession held on or before 02.06.2014 is eligible for assignment.
iv) Up to 125 square yards will be considered for assignment at free of cost.
v) No vacant land shall be assigned.
vi) The possessors in the encroachments, who are desireous to get assignment, should submit applications to the Tahsildar concerned within 20 days from the date of issue of this G.O.

vii)Identity :- Any one of these-

a) Adhaar Card,
b)Any other document

viii) Proof of possession :- Any one of these –
a) Registered Document
b)Property Tax Receipt
c)Electricity Bill Receipt
d)Water bill receipt
e)Any other proof to establish possession

viii) Annual income of a family up to Rs.2,00,000/- (Rupees

Two Lakhs) in urban area and Rs. 1,50,000/- (Rupees One Lakh and Fifty thousands) in rural area shall be the ceiling limit for consideration for assignment. The family unit shall be as defined in the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation & Resettlement Act, 2013.

ix) Competent Authority for assignment: A Committee consisting of Revenue Divisional Officer of the concerned
Division as Chairman and the Tahsildar concerned as the Member Convener shall be the Committee of Assignments.

x) The Committee of Assignments shall dispose of all the applications received for assignment within 90 days from thedate of its receipt.

xi) As per the recommendations of the Committee, the Tahsildar concerned shall issue a deed of assignment in the name of a Female member of the Family.

xii)The Deed of assignment shall contain all the conditions stipulated in the Assignment guidelines.

xiii) The Joint Collector concerned will be the Grievance Redressal Authority for grievances of public in the matter if any and he may give directions to the committee as he deems fit.

The Chief Commissioner of Land Administration, Telangana is requested to issue suitable instructions and operational guidelines toall the District Collectors in the state for smooth implementation of the above orders immediately.

This order issues with the concurrence of Finance (Exp.Rev) Department vide their U.O.No. U.O.No.348/EBS.VII/2014, Dated:30.12.2014.

In the meeting of all political parties held on 16-12-2014, all participants stated that there is a need to regularize possession of government lands, which are having dwelling units and permanent structures and people are in occupation of these bits of land since a long time. It was also recognized that such a step will be in public interest as it will bring clarity about title of land and promote planned development and improvement of services. Local bodies as eligible for provision of all services will recognize these in a regular way.

Telangana State 125 square yards to poor families at free of cost

2. In view of this, the Government hereby order to alienate and regularize possession of unobjectionable Government land and surplus land under Urban Land Ceiling in respect of the possessions held by people, on payment basis for possessions held for both residential and non residential purposes. The following are the terms and conditions for regularization:

i) Possessions in Unobjectionable Government lands and Surplus Lands under Urban Land Ceiling will be regularized by way of alienations.

ii) Only encroachment by way of functional building units is considered for assignment.

iii) Possession held on or before 02.06.2014 is eligible for regularization.

iv) The following are the rates to be collected for regularization to the respective extents of residential:
1) Possession up to 250 square yards: 50 % of the Basic Value as on 02.06.2014.
2) Possession up to 500 square yards: 75 % of the Basic Value as on 02.06.2014.
3) Possession above 500 square yards : Basic Value as on 02.06.2014.

v) Non-residential possessions: Irrespective of extent, Basic Value as on 02.06.2014 shall be collected.

vi) Possession of government land as extension or appurtenant to a dwelling unit on land already owned or assigned may be considered for regularization on payment of full basic value.

vii) The possessors in the encroachments, who are desirous to get regularization should submit applications to the Tahsildar concerned within 20 days from the date of issue of this G.O.
viii)The applicants should pay 25% of basic value of the land by way of Demand Draft in favour of Government of Telangana State and enclose the same to the application.

ix) PROOF OF IDENTITY (any of these) –
a) Adhaar card,
b) Any other document.

x) Proof of possession (any one of these)
1) A Registered Document
2) Property Tax Receipt
3) Electricity Bill Receipt
4) Water bill receipt
5) Any other proof to establish possession

3. The Chief Commissioner of Land Administration, Telangana State is requested to issue suitable operational guidelines and instructions to all the District Collectors in the state for smooth implementation of the above orders immediately.

4. This order issues with the concurrence of Finance (Exp.Rev) Department vide their U.O.No.349/EBS.VII/2014, Dated:30.12.2014.

    in the year 1992 we purchased plots in survey no:56, Bandlaguda Jagir, Rajendranagar Mandal, RR district. The chief commissioner of Land Administration cleared in the year 2000 (Shri.Vinayak Rao IAS )according to the GO Ms.733. Then ULC Commissioner cleared in the year 2001. Till this date the collector of Ranga Reddy not cleared. But as on date also it is showing as Prohibitory lands. Is the government look into the matter. We lost hopes on colletors as well as joint collectors since then. we laso made several requests to the princial secretary Smt.RatnabrahaIAS. who will resolve our problem?

    upto which extent I has to pay the money? For

    upto which extent I has to pay the money? For

    Go59 was given on 30th dec but no information regarding regularisation in Serilingamplly Mandal office they are no forms are available already week days over but given deadline of 20 days

    I have already paid the amount against previous go issued by congress govt. which is pending with Tehsildar/collector. Should I once again or the amount already paid will be adjusted.

      You need not pay. GO 60 issued in this regard. whoever pays the amount as per old GO need not apply again. But you keep the acknowledgment.

    The GO is deficient. No guidelines have been formulated till date and one week is over. It is unreasonable to expect the public to act within 20 days when Government itself is not prepared. Some Tahsildar’s are not receiving pending receipt of Guidelines as they also do not know. It does not say :

    1. Format of Application
    2. What is base rate market value and who will provide the same.
    3. In whose favour and How the payment shall be made. Why not in Treasury.
    etc.

    In stead Government should have provided the people in (1)which survey nos. have to approvach with the application, (2) what should be enclosed to the application, (3) the Tahsildar should advise 25% payment in treasury or by DD or locally payable cheque, (4) the application should be sanctioned, (5) Advise for payment of the balance 75% value, (6) the Sale Deed should be printed immediately and registered. Probably, if the system permits, the Sub-Registrar counter should have been planned in each Tahsildar Office. Further, online application also should have been provided in addition to online payment.

    Sir, If somebody occupied Govt. land and now they pay the 50% or 100% of basic value is OK.. but a plot purchased and registered with registration office, and now they say its under ULC and pay 50% or so is not good.. If its under ULC why Registration has been done..

    It means that it clearly says that occupy Govt. land and later it will be regularized…

    Sir, we have a ancertral land in Tukaramgate, Secunderabad in Sy.No.844/13 & 844/4 and it is said to be government and no loans are eligible on these residences. previously it was in Malkajgiri Mandal and now it is in Marredpally mandal. and it is said to to patta land not govt. land. please clarify. weather we have to go for regularisation or not?

    The operational guidelines provide the documents required for proof of possession. It says that the same shall be in the name of the applicant only. This has problems for those who got in succession or who purchased in between or got as gift unless mutation has been effected and taxes paid thereafter. Government shall come with clear guidelines on the above to instill more compliance by public as the Tahsildar may not be able to decide such matters. Otherwise, the matters will be pending without solution

    SIR I AM RESIDENT OF H.NO., 9-1-1/B/6/1 Defence colony langerhouse Hyderabad in s.no 60,61P T S NO 66,70/2,71/1, and paid Rs 99,737/= towords regularisation of part of surplus land 204.38sqmts as per the G.o Ms No 455.dt 19-06-2010 vide lr no B/455/357/04 c.c no.b/6626/76 the special officer and compitant authority urban land ceiling hyderabad has regularised ,.the same was sent to the secretary to govt., revenue (u c)/II) Dept A.P secretariate Hyderabad. but till today i could not recieved any n o c final copy from the authorities Meanwhile GO 58,59 has come . shall i apply again or old one is suffiecient,what is my fate? pl reply

I bought in August ,2007(SBH Loan)and My taxes and bills are up to date but in my colony few people are saying we also comes under ULC. So can you help me , where can we check , My area is under ULC or Not and also where can we have more details of the each individual Please.
    I am urging this because in my colony I am not able to getting proper information.
    Only they are saying that as per GO 58 & 59 you have to apply for the regularization.

    Request someone help to clarify my query please

      ULC lands are available in telangana portal/ revenue portal based on district,mandal,village you can check the ULC details for further process.

    Iam having house at Musheerabad of 90 sqft recently we started construction of house for Three floors do i need to take the permission
    the concerned authority i.e.area Tashildar or shall i continue the construction without paying any amount to the authority.
    As per GO No 59 we need to pay any amount or need not go for regularization those who are having land up to 125 sqft so in view of above iam i eligible for free of construction.
    if i need to pay any amount for construction of THree floor house pls tell me how much amount it cost for three floor building at musheeabad area near by secunderabad comes under the area of secunderabad MCH Authority pls clarify and wat documents i need to submit for the same and how much time it will take for me to get permission for construction

    We have purchased land measuring 200 sq.yds in September 1991 from a person to whom Govt had assigned the land originally. We constructed room therein but Govt demolished the same saying it is Govt. land. Now there is only vacant plot. Are we eligible for regularisation if so what is the basic value we have to pay and by what time the application should be submitted.

    Dear Sir,
    We reside at Shiva nagar, kanajiguda. The lands in this area are registered, but recently got to know that some of the survey numbers are in ULC and some are under govt. land in MRO office (eg. Survey # 390,391,392,393,394, etc).. I want to know that we need to apply for regularization scheme (we have registration documents of above sy. numbers) and i came to know that free regularization scheme date is over. in this area there are many people who does not know about this scheme and cannot afford to pay the 25% for regularization… Can you pls help us out with this situation…thankyou

    latest announcement of lrs cum bps by sri t sreenivas yadav is very excellent but what about basti people who have in their possession only society issuedsale letter documents / notarized documents generally about 20/30 years for whom validation of documents means to spend a few lacs of ruppees towards validation of their notarized property documents . hence pl do needful by allowing notarised docs along with property tax receipt current bill/water bill to save people from incurring huge exp jai telangana

      The request to Government is to facilitate all dwelling unit hoiders (126-250 Sq.Yds.) in slum areas shall pay 10% of basic value uniformly without any BPL or other conditions under GO Ms.No.12.

    With reference to G.O.Ms.No.59 & 12, It is requested to remove the BPL condition in Slum areas and extend the area limit upto 250 Sq.Yds. As such all dwelling unit-holders (126-250 Sq.Yds.) in slum areas shall pay 10% of the Basic Value as uniform manner without imposing further conditions.     Sir today 22 nov 2016 an andrajyothi news paper has published an article that there is lack of response from people regarding GO 59 hence so many people even don’t know about this GO 59 . I have residential land measuring 110 square yards at idol Gandhi nagar I wasn’t to regularise under GO 59 plz tell me what is the last date of application submission and what is the process.
