Telangana State Level Sanction Committee for Rashtriya Krishi Vikas Yojana RKVY


Commissioner & Director of Agriculture, Hyderabad has stated that, in compliance to the RKVY guidelines issued by DAC, Ministry of Agriculture, GOI, during the year 2007, a State Level Sanction Committee headed by the Chief Secretary of the State for sanctioning the specific projects under Rashtriya Krishi Vikas Yojana as per the guidelines of Govt. of India, has been constituted vide G.O.2nd read above. Due to the formation of Telangana State from the appointed day 2nd June 2014, a similar State Level Sanction Committee has to be formed headed by the Chief Secretary of the State who will be the authority for sanctioning specific projects recommended by the State Level Projects Screening Committee under each stream of RKVY.

GOI has modified the guidelines based on the feedback received from the states and experiences garnered during implementation of the XI plan and revised the Operational Guideline of RKVY for XII Plan. The modified pattern of assistance during the XII Plan for providing assistance to the states as below:

3. The C&DA, Hyderabad has, therefore requested to constitute the State Level Sanction Committee (SLSC) headed by the Chief Secretary of the State, who is vested with the authority to sanction specific projects recommended by State Level Project Screening Committee (SLPSC) under each stream of RKVY in a meeting attended by representatives of Government of India.

Government, after careful examination, hereby constitute the State Level Sanction Committee (SLSC) headed by the Chief Secretary of the State, who is vested with the authority to sanction specific projects recommended by State Level Project Screening Committee (SLPSC) under each stream of RKVY (as explained at Para (2) above) in a meeting attended by the representatives of the Government of India with the following members:

The quorum would not be completed without the presence of at least one representative from Government of India.

As per the modified operational RKVY guidelines, the SLSC will be responsible for the following:

a)    Sanctioning the projects under RKVY;

b)    Monitoring progress of each project sanctioned by it under each stream of RKVY;

c)    Reviewing implementation of the schemes’ objectives and ensure that the projects/schemes are implemented in accordance with the guidelines laid down;

d)    Ensuring that no duplication of efforts or resources takes place;

e)    Commissioning/undertaking field studies to monitor the implementation of projects;

f)     Initiating evaluation studies from time to time, as may be required;

g)    Undertaking any other project of importance to the State’s Agriculture and allied sectors;

h)  Ensuring that there are no inter-district disparities with respect to the financial patterns/subsidy assistance in the projects; and

i)     Ensuring that all extant procedures and instructions of Govt. of India in addition to RKVY guidelines are followed so that the expenditure incurred on implementation of the projects is barest minimum with due concern for economy in expenditure and also in conformity with the cannons of financial propriety, transparency and probity.

The Commissioner & Director of Agriculture, Hyderabad shall take necessary action in the matter.
