Telangana Direct Benefit Transfer Scheme for LPG Consumers from 15th November 2014


G.O.Rt.No47 Dated12 November 2014 Secretary, Ministry of Petroleum & Natural Gas, Government of India has stated that modified Direct Benefit Transfer for LPG (MDBTL) Scheme is being launched in 54 districts in the country on Nov 15th, 2014 and in entire Country on 1ST January, 2015. In Telangana State, the MDBTL scheme will be launched in the 3 districts (viz: Ranga Reddy, Hyderabad and Adilabad) from Nov 15th 2014 and in the remaining districts by 1st January, 2015.

The Secretary to Govt. of India, Ministry of Petroleum & Natural Gas also informed that the following two major changes incorporated in the earlier scheme which will be relevant to the consumers now joining the schemes:-

LPG consumer can receive subsidy in his bank account either by linking Aadhar number to bank account number and to the LPG consumer number as the primary method.

OR

LPG consumers can receive subsidy directly into bank account     without the use of Aadhar number as the secondary option.

Thus, no LPG consumer will be denied subsidy on account of lack of Aadhar number.

A (3) months Grace period during which consumers who have not joined the scheme continue to get cylinders at subsidized rate. An additional parking period of 3 months will be provided to such consumers during which their subsidy entitlement will be parked and transferred to consumer’s bank account on joining the scheme

The Secretary, Ministry of Petroleum & Natural Gas, Government of India has informed to take the following steps prior to the launch of the scheme, to help in smooth implementation.

  1. Launch intensive IEC campaign to increase consumer awareness about the MDBTL scheme especially covering the modifications cited above.
  2. Establishing adequate Aadhar enrolment centers to ensure that citizens are able to get Aadhar numbers expeditiously.
  3. The Collectors / DCs may be requested to extend support to MDBTL coordinators of Oil Marketing Companies especially with regard to maintain law and order at Aadhar / LPG / Bank counters.
  4. Constitute the MDBTL Oversight Committee headed by Secretary/ Commissioner, Food & Civil Supplies (F & CS) and comprising of Secretary IT, F&CS Officers of the State OMCs, Bank and UIDAI regional office. In the initial phase, the Collectors implementing district(s) may also be co-opted as a member of Committee. The Committee will coordinate the implementation of the scheme and sort out inter-departmental problems in scheme implementation. This committee would be serviced by the State Level Coordinator (SLC) of OMCs.
  5. Constitute the District Level MDBTL Implementation Committee headed by the District Collector/ District Magistrate/Deputy Commissioner comprising of district officials from OMCs, Banks, UIDAI and district officials. This Committee would be coordinate among various stakeholders at District /local level. The district level committee will be serviced by the District level coordinator of OMC.

Based on letter of the Secretary, Ministry of Petroleum & Natural Gas, Government of India all the Collectors (CS)/ CRO, Hyderabad are requested to Launch intensive IEC campaign to increase consumer awareness about the MDBTL scheme especially covering the modifications, to establish adequate Aadhar enrolment centers and to extend support to MDBTL coordinators of Oil Marketing Companies especially with regard to maintain law and order at Aadhar / LPG / Bank counters and also to constitute the District Level MDBTL Implementation Committee headed by the District Collector/ District Magistrate/Deputy Commissioner comprising of district officials from OMCs, Banks, UIDAI and district officials.

As per the advice of the Secretary, Ministry of Petroleum & Natural Gas, Government of India, the following state and District level oversight Committees are constituted with the following officers to coordinate the implementation of the scheme and sort out inter-departmental problems in its implementation and these committees would be serviced by the State Level and District Level Coordinators (SLC) of OMCs respectively. The State Level Committee and District Level Committees are as follows

State Level Committee:

  1. Commissioner of Civil Supplies & Ex.Officio Secretary to Govt.                                       : Chairman
  1. Convener, State Level Bankers Committee : Member
  2. Chief Regional Manager-LPG., HPCL, Hyderabad : Member

State Level Coordinator for Oil Industry, Sec’bad  :  Member Convener

  1. Dy. General Manager (LPG), IOCL, Hyderabad : Member
  2. Territory Manager (LPG), BPCL, Hyderabad           : Member
  3. Director, Mee Seva :  Member
  4. State Project Manager, UIDAI       : Member
  1. DSO, Hyderabad and D.S.O, Rangareddy : Members

District Level Committee:

  1. Joint Collector : Chairman
  2. District Level Coordinator LPG of Oil Companies Member Convener

 

  1. Lead Bank Manager  : Member
  2. District Supply Officer : Member
  3. Ex. Officio District Manager, Mee Seva : Member
  4. Sales Officers of all three (3) Oil Companies (LPG): Members

 

The Collectors (CS)/ Chief Rationing Officer, Hyderabad shall ensure that the committees meet every month and discuss and solve the inter departmental problems in the implementation of the Modified Direct Benefit Transfer for LPG (MDBTL), which emphasizes that:

  1. LPG consumer can receive subsidy in his bank account either by linking Aadhar number to bank account number and to the LPG consumer number as the primary method.

Or

LPG consumers can receive subsidy directly into bank account     without the use of Aadhar number as the secondary option.

  • Establishing adequate Aadhaar enrolment centres to ensure that citizens are able to get Aadhaar numbers expeditiously.

The remaining 7 districts also shall establish adequate Aadhaar enrolment centers; to extend support to MDBTL coordinators of Oil Marketing Companies especially with regard to maintain law and order at Aadhaar / LPG / Bank counters.
