Orders were issued for sanction of Telangana Increment in the nature of a special pay equivalent to the immediate previous increment drawn in their current pay scale, which would be a permanently fixed amount during the entire period of service to certain categories of employees serving the Government of Telangana and further
Government issued certain clarifications on the aforesaid G.O vide Circular Memo. 2nd read above.
Vice Chairman & Managing Director, APSRTC has stated among other things that the Public Enterprises Department has informed vide their Letter No.155/PE/A1/2014-I, Dated:18/11/2014 that all the Managing Directors of Public Sector Undertakings shall take a decision on extending the benefit of Telangana Increment to their employees with the approval of the concerned administrative Department in Secretariat and Public Enterprises Department. Further, on 29/11/2014, the Hon’ble Chief Minister ofTelangana State has announced, among other things, that Telangana Increment would be sanctioned to the employees working in RTC belonging to Telangana State. He has further stated that at present as many as 58,770 employees of RTC are working in various categories
in Telangana State (including Head Offices Units). Therefore, he has requested to
communicate the sanction orders in this regard.
After careful consideration of the matter, Government hereby accord permission to the Vice Chairman & Managing Director, APSRTC to sanction “Telangana Increment” to the employees of RTC in Telangana State, as a special case, in the nature of a special pay equivalent to the immediate previous increment drawn in their current pay scale, duly following instructions issued in Government orders 1st and 2nd read above, such as;
(a) The Telangana Increment should be shown separately and permanently attached to the pay during the entire period of service and shall not be reckoned for the purposes of fixation of pay on promotion or otherwise in future.
(b) No allowance such as DA, HRA, CCA or any other allowance shall be admissible on the Telangana Increment.
(c) This Increment shall not be taken into account for the purposes of fixation of pension and pensionary benefit such as Gratuity and commutation of pension.
(d) The RTC authorities shall ensure that the “Telangana Increment” sanctioned be recorded in the Service Registers of all the employees working in Telangana State (RTC).
4. The Vice Chairman & Managing Director, APSRTC, Hyderabad / Joint Managing Director, RTC (TS), O/o Vice Chairman & Managing Director, APSRTC, shall take further necessary action in the matter.
