Revocation of suspension – District Educational Officer


Government has issued orders placing Dr. Y. Chandra Mohan, District Educational Officer, Warangal and Dr. A. Rajeshwar Rao, District Educational Officer, Medak under suspension on allegations of violation of certain rules in Teachers Transfers Counselling-2015 in Warangal District vide G.O. first read above.

Dr. Y. Chandra Mohan, District Educational Officer (u/s), Warangal and Dr. A. Rajeshwar Rao, District Educational Officer, Medak  represented to the Government that he has constituted (3) Committees for conduct of the Teacher’s Transfers Counselling-2015 in Warangal District by appointing Deputy Education Officers as Counselling Officers in (3) venues and conducted Counselling in transparent way without scope of complications. The Director of School Education, Telangana, Hyderabad initiated action against the Deputy Educational Officers who made mistakes by transferring them. He requested for his reinstatement into service.

Director of School Education, Telangana, Hyderabad was requested to report the fact about the extent of the responsibility of the other Officers concerned also who were appointed as Incharge of the Counselling Centres meant to look into the Teachers’ Transfer/Promotion Counselling-2015 in Warangal District.

Director of School Education, Telangana, Hyderabad, reported that the District Educational Officer, Warangal has constituted (3) Committees for smooth conduct of the Teacher’s Transfer Counselling-2015 in the Warangal District as per Schedule and there was no specific mention of occurrences of discrepancy centre wise in the Preliminary Enquiry report. In one of the alleged lapses noticed against the District Educational Officer, the MEO, Jangaon has not verified the Service Register of the individual having ‘Dies – Non’ period of service recorded in her Service Register and as such this enabled her to get points generated by the software in the Counselling which is highly irregular on the part of Mandal Educational Officer, Jangaon. The Committees constituted along with the District Educational Officer are responsible for smooth conduct of the process duly adhering to the instructions and upon noticing any occurrence of incidences of lapses, the Committee shall bring it to the notice of District Educational Officer for taking necessary action in the matter. Further, the District Educational Officer is overall supervisory Authority
responsible for the Counselling process.

After careful consideration of all the facts and circumstances mentioned above Government decided to revoke the suspension orders issued vide G.O. without prejudice to the disciplinary action pending against Dr. Y. Chandra Mohan, District Educational Officer, Warangal and Dr. A. Rajeshwar Rao, District Educational Officer, Medak .

Accordingly, Government hereby reinstate Dr. Y. Chandra Mohan, District Educational Officer (u/s), Warangal into service without prejudice to the disciplinary action pending against him. Upon reinstatement into service the individual is posted as Deputy Director, IED in SCERT, Hyderabad, in the existing vacancy.

The Director of School Education, Telangana, Hyderabad shall take necessary action accordingly.
