Relaxation of guidelines – Dental College in the State of Telangana


Government have issued guidelines for establishment Dental Colleges in the State of Andhra Pradesh as enunciated in the notification Dated: 04/07/2012.

Chairman, High Power Committee has reported that on 04/07/2012, the High Power Committee was pleased to issue a notification calling for applications for establishment of Dental Colleges in the State of Andhra Pradesh as per the conditions mentioned in the guidelines. Tirumala Institute of Dental Sciences & Research Centre, Bardipur

(V), Dichpally (M), Nizamabad District has submitted an application to accord permission for establishment of a Dental College at Bardipur (V), Dichpally (M), Nizamabad District. On 23/09/2013, the High Power Committee inspected Tirumala Institute of Dental Sciences & Research Centre, Bardipur (V), Dichpally (M), Nizamabad District to find out as to whether the said institution is having infrastructure as per Dental Council of India norms for starting of a Dental College at Bardipur (V), Dichpally (M), Nizamabad District.

The Chairman, High Power Committee has further reported that the Meghana Institute of Dental Sciences, has submitted a representation Dated: 24/09/2013 stating that Bardipur (V), Nizamabad District where Tirumala Institute of Dental Sciences & Research Centre intends to start a Dental College is located in Nizamabad District, the population of Nizamabad District is 25.52 lakhs only, consequently in Nizamabad District having a population of only 25.52 lakhs not more than one Dental College alone be permitted as per the guidelines, Meghana Institute of Dental Sciences is already running a Dental College at Nizamabad District and in the light of guidelines issued by the High Power Committee, no permission be accorded to start a 2nd Dental College in the Nizamabad District where the population is less than 40 lakhs.

It is also reported therein that census of India 2011 published by Director of Census operations shows that the population of Nizamabad District in the year 2011 was 25,52,073. The notification regarding setting up of Dental Colleges in the State of Andhra Pradesh was issued on 04/7/2012. At the most between 2011 and 2012, the population of Nizamabad District could never cross even 30,00,000 mark. When that is so, in Nizamabad District there should be only one Dental college as per the guidelines. Now, it is on record that one Meghana Institute of Dental Sciences is running a Dental College at Nizamabad District.

Guidelines (f) is as follows:

“In case where Government feels that it is necessary to have a Dental College at a particular place basing on certain factors which stand to reason permission be accorded. The Government is entitled to accord permission as a special case”.

As could be seen from Guideline (f), in cases where Government feels that it is necessary to have a Dental College at a particular place, basing on certain factors, which stands to reason, permission may be accorded as a special case. Nizamabad is one of the fast growing Districts in Telangana area. As already mentioned, the population of Nizamabad District is 25 lakhs+. Now-adays, people are evincing considerable interest in pursuing Dental Education. In view of these circumstances, if the Government so pleases, permission may be accorded “as a special case in public interest” to start another Dental College in Nizamabad District invoking the provisions of clause (f) of the guidelines Dated: 04/07/2012.

Government after consideration of the matter hereby relax clause (b) of G.O.Ms.No.157, HM&FW (E1) Department, Dated:27/09/2013 in favour of Tirumala Medical Academy, Bardipur Village, Nizamabad District and to accord permission “as a special case in public interest” to start another Dental College in Nizamabad District invoking the provisions of clause (f) of the guidelines issued in G.O.Ms.No.157, HM&FW (E1) Department, Dated:27/09/2013.

The Chairman, High Power Committee is requested to examine the proposal of the Chairman, Tirumala Medical Academy Educational Society for establishment of Tirumala Institute of Dental Sciences & Research Centre, Bardipur (V), Dichpally (M) , Nizamabad District and furnish his report immediately to the Government.

8. The Chairman, High Power Committee and the Director Medical Education, TS, Hyderabad shall take action accordingly.
