Guidelines for recognizing the Telangana State Sports Associations


Government have issued guidelines for sanction of financial assistance to the Sports Associations for conduct of Inter District and National Championships Guidelines for recognizing the Telangana State Sports Associations.

Guidelines for recognizing the Telangana State Sports Associations

Vice Chairman and Managing Director Sports Authority of Telangana State, has stated that in promotion of Sports and to garner the public support in the main staining the sports in the society the reorganization of the State Sports and Games Association is essential in the Newly Formed State. He has requested to implement the similar procedure which followed by Government of India for recognizing the genuine Sports & Games Association to extend the financial support to the Sports Associations in the Newly Formed Telangana State.

Accordingly, Government hereby issue the following guidelines for (i)Recognizing the genuine Telangana State Sports Associations (ii) Extending Financial Support to the Telangana State Sports Associations (iii) Conducting the tournaments and (iv) Payment of TA/DA/Kit Allowance for State Teams:-

Guidelines for Recognizing the Genuine Telangana State Sports Association

  1. The essential requirements to be submitted by the State Associations:-
  2. The Current Registration of Association under Societies Act.
  3. Recognition by the respective National Sports Federations (approved by the GOI / IOA).
  4. Recognition by the State Olympic Association (Approved by the IOA).
  5. Undisputed Status as an Apex Body in State.
  6. Spread out entire Telangana State.
  7. The Role and Contribution of the organization in promoting the developing Sports in Telangana State (List of District Recognized Associations).
  8. Conduct of State Championships across age groups and gender (Tournaments / Coaching Camps)
  9. Financial and Managerial accountability.
  10. Fair, transparent and Democratic Elections (List of Office Bearers to be submitted).
  11. Compliance with age and tenure limit guidelines (I Year initially to be extended on satisfactory business).
  12. Protection and Promotion of Players interests and welfare.

A Nominee from Sports Authority of Telangana State shall be nominated by the Vice Chairman & Managing Director, Sports Authority of Telangana State to liaison with the Associations who will attend all the meetings of Associations, Selections and Tournaments to Assist/Guide and submit report the Sports Authority of Telangana State as observer. Basing on this report the Sports Authority of Telangana State will consider to the Activity as per the Norms.

For determining the eligibility for recognition of Telangana State Sports Associations dealing with disciplines which are not included in Olympics, Commonwealth Games or Asian Games the Sports Authority of Telangana State will deal separately. Now while considering the proposal of such disciplines following criteria will be taken into consideration.

  1. Popular Indigenous Games with All State Sports Associations.
  2. Popular School, College and University Sports.
  3. Likelihood of inclusion in Major International games like Olympics, Commonwealth Games and Asian Games.
  4. Availability of required Infrastructure.

A maximum of Rs.3.00 lakhs may be sanctioned for conduct of Inter District Tournaments to the recognized State Associations and the same may be released (50%) immediately and the balance(50%) may be released after receiving the audited statement

 

A maximum of Rs.2.00 lakhs may be sanctioned for conduct of Inter District Tournaments to the recognized State Associations and the same may be released (50%) immediately and the balance(50%) may be released after receiving the audited statement.

 

The following requirements shall be fulfilled by the State Associations, for the grant eligibility.

  1. Shall be recognized by the Sports Authority of Telangana State and must be effective operation for at least preceding three years and regularly submitted their Audited accounts to Sports Authority of Telangana State.
  2. Should have been following proper democratic and healthy management practices, which provide for greater accountability and transparency at all levels.
  • Should have proper accounting procedure at all levels with regular submission of annual audited financial statements to SATS and other concerned Agencies.
  • Shall have been preparing Annual Calender of Sports activities and submitting the same to SATS every year.
  • Shall have foul proof system for selection of teams of all age groups and other competitions.
  • Shall provide a positive exposure to SATS as a major sponsor of Sports in the State by way of publicity, banners etc.,
  • Must have been holding regular Inter District and other official tournaments as per the guidelines of the respective Federations.
  • A Nominee from SATS shall be nominated by the VC&MD, SATS to liaison with the Association who will attend the tournaments and submit reports SATS as observer. Basing on this report the SATS will consider the Assistance to the Activity as per the norms.
  • Before offering to hold the National/International Championship the concerned State associations shall take the prior clearance of the STAS and the OATS/IOA. (Once the National Federation clears the proposal for holding the National, the concerned Associations, OATS and SATS shall jointly finalize the financing plan.
  • Financing will be considered only for the Mini, Sub Junior, Junior and Senior Categories in case of Nationals and State Level Competitions.
  • Before consenting for holding of the tournaments Sports Authority of Telangana State and OATS concerned federations will verify the following aspects.
  • Whether or not at least 15 states have represented in the last held Nationals.
  • Whether the place proposed has adequate accommodation and infrastructure or not.
  1. Whether the budget of SATS permits financing such championship.
  2. Whether the sponsors are available for meeting the required expenditure.
  3. Popularity of game with in the state.

xii. Sports Authority of Telangana State shall nominate one or more observers for the tournament. Observer shall give their report immediately on conclusion of the tournament.

xiii. 50% Fifty percent of the financial assistance will be paid as advance based on the confirmed participate figures submitted to SATS. Balance will be paid on completion of the competitions based on the report of the observer of Audit Reports.

xiv.  Financial assistance of SATS will be paid to the Secretary of the State Association who will be accountable for its proper utilization.

10% of seats shall be reserved to the invitees of Sports Authority of Telangana State / District Sports Authority in VIP enclosure and other enclosures.

For Granting Financial Assistance towards TA/DA / Kit for the State Level Coaching camp and to participate in the National/South Zone Level Tournaments.

 Travel Allowance (To and Fro) Dearness Allowance (Journey & Tournaments), Track Suit/Discipline Kit  is as follows:-

Actual on production of Tickets (at Concessional rates from) Hyderabad to Venue of the Tournament and back. Rs.250/- per day per head on submission of Non arrangement of food by the Organizers (Tournament days and One day before and One day after and journey period). Rs.3000/- per head

Rs.2000/- per head

for Jr. & Sub Jr. Teams 

For Sanction of amounts for conducting Residential Coaching Camps to the State Teams:-

TA DA Medical Allowance Accommodation
Actual on production of Tickets from Native Place to Venue of the Coaching Camp and Back. Rs.200/- per day per head for the Coaching Period One day Before and One day after. Rs.500/- per head

For the total camp period

Free Accommodation will be provided at DSAs / Academies
The Coaching Camp period should be minimum 10 days and maximum period will be decided by the VC&MD, SATS depending upon Level of the Tournament.

The expenditure shall be met from the available budget provision from time to time.

These orders shall come into force with prospective effect and without opening of the earlier cases.

The Vice Chairman and Managing Director Sports Authority of Telangana State shall take necessary action accordingly.

This orders issues with the concurrence of Finance (EBS.I) Department vide their U.O.No12128/293/EBS.I/A2/15, dated 6-10-2015.
