Dr. D Venkateswarlu Incharge Chief Executive Officer Telangana Livestock Development Agency


Director of Animal Husbandry, Telanaga, Hyderabad has informed  that, Andhra Pradesh Livestock Development Agency (APLDA), Hyderabad was established as State Implementing Agency for implementation of National Project for Cattle and Buffalo Breeding Programme in Andhra Pradesh,

The APLDA was registered under Andhra Pradesh (Telangana Area) Public Societies Registration Act, 1350 Fasli (Act 1 of 1350 F) on 13th day of October, 1999 with Regd. No. 7146 of 1999.  The main objective of this body is to expand the coverage of controlled breeding of total breedable cattle and buffaloes in the state aiming at productivity optimization through improved breeding and specific emphasis on doorstep artificial insemination involving cattle owners in management.  At present, APLDA is getting financial assistance under NPCBB and National Dairy Plan-I for Frozen Semen Production, Breed Improvement and expansion of bovine breeding operations in the State.

In this connection,  the Director of Animal Husbandry has further informed that, consequent to the State Reorganization under the A.P. Reorganization Act, 2014, the APLDA has been listed under 10th Schedule of the Act. the Apex Committee for State Reorganization in  its  latest  meeting on 3rd May,  2014 examined  in  detail  the issues related to the services/facilities rendered by the institutions listed in the Tenth Schedule.  While issuing the indicative Standard Operating Procedures for bifurcation or establishment of new entities the Apex Committee has given its remarks on APLDA, that “the institute will devolve to the state where they are located and will provide services to the other state under a MoU”.

3.        In view of the recommendations of the Apex Committee and as per provisions 75 (1) of AP Reorganization Act,  2014,  the APLDA by virtue of its location in Telangana will devolve to Telangana State and the Government of Telangana shall initiate steps for managing the affairs of APLDA and to provide service to other State after signing of MoU. Since, the present Chief Executive Officer of APLDA, belongs to Residual Andhra Pradesh, there is an urgent need to nominate another officer as CEO by the Government of Telangana.

4.        The DAH., Telangana has therefore, requested the Government to Nominate the Officer to discharge the functions of Chief Executive Officer, Telangana Livestock Development Agency.

5.      After a careful consideration of the matter, Dr. D. Venkateswarlu, Director of Animal Husbandry, Telangana is placed Incharge of the post of Chief Executive Officer, Telangana Livestock Development Agency to discharge the functions of Telangana Livestock Development Agency until further orders.

6.       The Incharge CEO., TLDA., Hyderabad shall take necessary action accordingly
