Apathbandhu Scheme Release of Funds to 10 District Collectors in Telangana State 1


Government of Andhra Pradesh has accorded administrative sanction for an aggregate amount of Rs.6,90,00,000/- (Rupees Six Crore and Ninety Lakh only) to all the District Collectors in the State @ Rs.30 lakh each for implementing the Apathbandhu Scheme for payment of Rs.50,000 for each death as ex-gratia to the Below Poverty Line (BPL) families (White Ration Card holders/Anthyodaya/ Annapurna Card holders) of the State in case of accidental death on or after 2.11.2013, as per Apathbandhu guidelines issued.

Finance (Exp.Rev) Dept., of Government of Andhra Pradesh have also issued Budget Release Order for an amount of Rs.6,90,00,000/- (Rupees Six Crore and Ninety Lakh only) Non-Plan from BE provision 2013-14 towards implementing the Apathbandhu Scheme.

Government of Andhra Pradesh have issued orders for release of an amount of Rs.6,90,00,000/- (Rupees Six crore and Ninety lakh only) to all the 23 District Collectors in the State @ Rs.30 lakh (Thirty Lakh Only) each for implementing the Apathbandhu Scheme for payment of Rs.50,000 for each death as ex-gratia to the Below Poverty Line (BPL) families (White Ration Card holders/Anthyodaya/ Annapurna Card holders) of the State in case of accidental death in the BPL families w.e.f 2.11.2013 as per guidelines issued in reference 1st read above.

District Collectors have stated that, the amount of Rs.30.00 lakhs released in the reference 3rd cited was not drawn due to freezing of funds. Therefore, they have requested to sanction the amount in the current Finance year i.e. 2014-15 to implement the Apathbhandhu Scheme during the year 2013-14.

5After careful examination of the matter, Government hereby release an amount of Rs.2,11,00,000/- (Rupees Two Crores Eleven Lakhs Only) to all the 10 District Collectors in the Telangana State as shown below for implementing the Apathbandhu Scheme for payment of Rs.50,000 for each death as ex-gratia to the Below Poverty Line (BPL) families (White Ration Card holders/Anthyodaya/ Annapurna Card holders) of the State in case of accidental death in the BPL families w.e.f 2.11.2013 as per guidelines issued in reference 1st read above.

The expenditure accorded in para (5) above shall be debited to the following Head of Account:- 2235 – Social Security and Welfare

SH – (20) – Assistance to Below Poverty Line families under
Accident Insurance Scheme (Apathbandhu)
310 – Grants – in – aid
312 – Other Grants – in – aid

All the 10 District Collectors in the Telangana State are authorized to draw the amount sanctioned in para (5) above and arrange for disbursement of the same to the BPL families, in case of accidental death in the family through transfer to bank account of the concerned by way of RTGS/ EFT (Real Time Gross Settlement/ Electronic Funds Transfer) and utilize the funds for the purpose for which it is sanctioned, as per guidelines vide reference 1st cited.

The District Collectors in the Telangana State are directed to furnish the distribution particulars to the Government as well as the Director of State Audit, Hyderabad urgently.
9. The District Collectors in the State are also directed to furnish the Consolidated Utilization Certificates for the amounts sanctioned now duly verified by the State Audit Authorities. The District Collectors in the State shall remit the unspent balances, if any, forthwith to Government Account.
