The Chief Minister T of Andhra Today reviewed with the CMO officials the fees structure in Private Schools and related matters at Secretariat. Officials informed the Chief Minister that the School Education Department have issued 3 G.Os (G.O.Ms 91 dated 6-8-2009, 92 and 93 dated 17-08-2009 to regulate the fees charged by the Private Schools.

Officials informed the Chief Minister that these GOs have been issued to prevent and curb exploitation of people by the School managements without interfering into their independent functioning. In the above GOs, detailed fee structure the private schools are permitted to charge has been clearly given. Along with this, information of District Fee Regulatory Committee Constitution, its functioning and the validity of the fee structure etc have been clearly laid down.

The above 3 GOs have been struck down by the High Court of Andhra Pradesh. The State Government have filed petition before the Supreme Court and the case is pending. The Government of India have promulgated Right of Children to Free and Compulsory Education Act, 2009 which has come into effect from 1-4-2010 and the State Government issued G.O.Ms No. 42 dated 30-07-2010 in this regard. In this GO, detailed and transparent procedure to be followed by the Private Schools while admitting students has been clearly defined. While banning the capitation fee, maximum fee structure for the basic maximum school size has also been fixed and explained.

Minimum facilities to be provided by the private schools such as infrastructure, staff, teaching and learning materials, library, laboratory and play areas have been insisted. One Chaitanya Memorial Education Society, Kondapur, Hyderabad have filed writ petition and the High Court issued interim suspension orders of the operation of the above GO. Detailed instructions were issued to all the DEOs in the State to strictly implement the provisions of the RTE Act, 2009. Recently the C&D, SE, has submitted a draft proposal for enactment of the structure in private unaided schools to the Principal Secretary, School Education.

Action is being taken to expedite the disposal of the cases in various courts. Officials said that there are no specific complaints filed by any parents in the Child Right Cell. The toll free number 1800-425-3525 is maintained for this purpose in the office of the State Project Director, RVM (SSA), A.P., Hyderabad.

The Chief Minister directed the officials that if there are any complaints, DEO will be asked to take action. The Government have established Grievance Cell as per G.O.Ms No. 130 dated 9-9-2011, according to which the District Level Grievance Redressal Committee shall consist of the Zilla Parishad Chairperson as Chairman, District Collector, CEO of Zilla Parishad, Project Officer of RVM, Project Director of ICDS, Commissioner of Local Urban Body, Deputy Commissioner of Labour, Project Director, DRDA, Deputy Director of Social Welfare, District Medical and Health Officer, Deputy Director of Tribal Welfare, BC Welfare Officer as members and DEO as the member convener.

 The District Level Grievance Redressal Committee shall meet whenever there is a specific complaint. They will visit the spot and enquire into the details and address the grievance. There is also a State Level Committee comprising of Principal Secretary (PE) and Principal Secretary (SE) State Project Director, Rajiv Vidya Mission (SSA) and Commissioner and Director of School Education, A.P.

Chief Minister Mr Kiran Kumar Reddy approved massive creation of new posts and filling up of vacancies in various departments.

As per the Chief Minister’s directions transparent and speedy process is on to give jobs to the meritorious, eligible youth. So far the Chief Minister approved 1,87,144 Government jobs from 2010 to till date (as on 23-05-2013). This is the first time in the history of Andhra Pradesh that so many Government jobs have been either newly created or vacancies filled in such a short span. This includes 1,52,794 + 34,450 (approved on 23-05-2013). A comparative study shows that while the number of vacancies notified during 1998-’99 to 2003-04 is 1,92,468 it was only 1,53,529 during 2004-’05 to 2008-’09. But in just over two years i.e. from 2010 till date the vacancies notified are 1,87,144. New posts created during this period by the Kiran Kumar Reddy Government is 83,631. The vacancies filled during 1998-’99 to 2003-04 was 1, 65,943 while it was only 1,46,380 during the period from 2004-’05 to 2008-’09 and from 2010 till date is a record 1,23,897.

 The number of vacancies now proposed for direct recruitment and approved as on 23-05-2013 is 34,450.

This includes 12,072 posts to be recruited by Andhra Pradesh Public Service Commission,

7346 by Departmental Selection Committee,

14 by Employment Exchange,

11,387 by A.P. State Level Police Recruitment Board and

133 by Universities.

This includes 3498 posts for which notification are to be issued immediately. The Departments where the jobs created and vacancies to be filled are Agriculture, Animal Husbandry, Civil Supplies, Energy, Environment and Forest, Pollution Control Board, Finance, General Administration, I&PR, Health and Medical, Higher Education (Collegiate Education, Intermediate Education, Technical Education), Home, Housing, Industries & Commerce, Irrigation, Labour & Employment, Law, Municipal Administration, Panchayatraj, Revenue, School Education, Social Welfare, Transport, Roads & Buildings, Youth Affairs etc. The Chief Minister sanctioned these posts not only to create jobs for qualified and eligible youth but also to increase efficiency and speed in the government departments. He however made it clear to the departments that the recruitments should be absolutely transparent. Detailed notification from different departments and heads of departments are being issued. The Chief Minister also wanted these posts to be filled up as early as possible. He wanted the recruitment process to be speeded up

The State Investment Promotion Board in its 49th Meeting held on 4-10-2008 has decided to exempt, new Industries which also set up captive power plants and starts commercial production during the IIPP 2005-10 policy period, from payment of electricity duty for a period of 5 years from the date of commercial production of the Industry subject to the following conditions.

The power so produced should be utilized fully for own consumption and should not be sold to grid.

These Industries will not be eligible for power reimbursement under IIPP 2005-10 or any other policy.

The Committee which was constituted to examine the issue of Electricity Duty on captive power generation for self consumption, has recommended for exemption from payment of Electricity duty on captive power generation for self consumption.

Some of the captive generating companies have filed writ petitions in the Hon’ble High Court of Andhra Pradesh challenging the imposition of the Electricity Duty on the captive consumption.

Various Industrial organizations are constantly requesting the Government for withdrawing the levy of Electricity Duty at the rate of 25 paise per unit.

In view of the present situation of power shortage, the Industries are permitted only 60% of their demand which is resulting in loss of production and industries are forced to declare some days as power holidays in a week. Moreover, captive consumption is invariably high cost consumption and is normally used at the time of shortage by the HT consumers and Industries.

The Government after careful consideration of the matter have decided to grant exemption from payment of Electricity Duty to the Captive Power Generating Units in respect of the power generated and consumed by them, subject to the conditions that the electricity generated shall be utilized fully by them only and subject to the result of the batch of W.Ps pending on the subject before the Hon’ble High Court of Andhra Pradesh.

This order issues with the concurrence of the Finance Department vide their No. 856/PFS/2013, dt. 14-02-2013.

The General Manager (S&M), Coal India Limited has informed that the Coal India Limited has allocated a total quantity of 0.50 lakh tones of Coal to M/s.Andhra Pradesh Mineral Development Corporation Limited for the year 2012-13 from MCL for distribution of Coal to Small and Medium sector consumers in Sate of Andhra Pradesh.  As per the provisions of NCDP, coal was to be supplied only under Fuel Supply Agreement (FSA)  and further stated that under NCDP, it has been stipulated that the quantity to be allocated for next year to the state agency may be reviewed on the basis of their performance in the beginning of every year.  It is also stipulated that the distribution mechanism to be developed by nominated agencies is in line with the direction issued from our end and also ensure public confidence and transparency in the matter of distribution of coal by them.  Keeping the above views he has requested to intimate the name of state agency/agencies in who favour coal is to be allocated to such agency/agencies for 2013-14 so as to enable CI to ensure supply of coal to Andhra Pradesh.

Tthe Vice Chairman & Managing Director,  Andhra Pradesh Mineral Development Corporation Limited has informed that the board in APMDC decided that the Corporation shall not take up the risky activity prone to speculative operations and not to act as a permanent nodal agency for distribution of coal of Coal India Limited to the consumers of MSME Sector.  Hence the FSA may not be renewed for the next financial year 2013-14.  The Board authorized the Vice Chairman & Managing Director, Andhra Pradesh Mineral Development Corporation Limited, to request Coal India Limited for refund of Security Deposit of Rs.35,83,334/- submitted to them in the form of Bank Guarantee.

In view of the circumstances, and after careful examination, Government hereby direct the Andhra Pradesh Mineral Development Corporation Limited, to continue as Nodal agency for supply and distribution of coal to the consumers of Micro Small Medium Enterprises sector for the quantity allocated by Coal India Limited for Andhra Pradesh State by taking the required precautions to avoid the risks.

Notification of crops under Weather Based Crop Insurance Scheme (WBCIS) For Kharif 2013 season

THE MAIN FEATURES AND OPERATIONAL MODALITIES

Weather Based Crop Insurance Scheme (W BCIS) helps to mitigate the hardships of the farmers  against  the  likelihood  of  financial  losses  on  account  of  anticipated  crop  loss resulting from the incidence of  adverse weather conditions of  weather parameters like Temperature, Rainfall, Humidity etc.  In accordance with the administrative instructions of the Department of Agriculture & Cooperation, Ministry of Agriculture, Government of India vide   their   letter   ref.no.13011/01/2008-credit   II   dated 07/02/2013  , Government of Andhra  Pradesh  is  implementing  W BCIS  on  Pilot  basis  during  Kharif2013 season for Red  Chilly,  Tomato,  Cotton,  Groundnut,  Oil  palm  and  Sweet  orange  crops  in  various districts of Andhra Pradesh.

Reference unit areas are linked to specific reference weather stations and the reference unit areas are the Geographical areas situated around the reference weather stations, which is deemed to be reflective of the Reference W eather Stations’ for weather data. To  the  extent  feasible,  such  Reference  Unit  Area  shall  be  restricted  to  Mandal  for notified weather parameters.

4.  CULTIVATORS ELIGIBLE FOR COVERAGE:

All the cultivators (including sharecroppers and tenant cultivators) growing the Notified Crops either Irrigated or Unirrigated in any of the Reference Unit Areas shall be eligible for coverage. The Scheme shall be:

 Compulsory:     For all LOANEE APPLICANT CULTIVATORS i.e. those who have Sanctioned Credit Limit from Financial Institutions (Co.op Banks, Commercial Banks including private commercial Banks, RRB’s etc.,) for the Notified Crops in a Reference Unit Area.

Voluntary: For NON-LOANEE CULTIVATORS i.e. those who do not have Sanctioned Credit Limit from any Financial Institution for the Notified Crops in a Reference Unit Area.

EDUCATIONAL QUALIFICATIONS
i) Must have passed Intermediate Examination conducted by the Andhra Pradesh State Board of Intermediate Examination or its equivalent Examination.

ii) Must have passed the Government Technical Examination in Typewriting by the Lower & Higher Grade in Telugu & English in Government standard Key Board. Asst. Librarians (Grade-Ill) i Must have passed intermediate Examination or its equivalent examination and

iii) Must possess a certificate in library Science issued by any university established or incorporated by or under a central act or institution recognized by the state Government.

Note : If candidate with higher grade qualification in Typewriting are not available, candidates in lower grade qualification will be considered for appointment as Typist.

AGE: The applicant should have completed (18) years of age as on 01.07.2013 and should not have completed (44) years of age as on the said date.
Regular State Govt. Employees shall be allowed to deduct from their age, the length of regular services under the State Govt. up to a maximum of FIVE years for the purpose of computing the maximum age limit subject to he limitations prescribed by the rules. (ii) Retrenched temporary employees of the Census Dept, who have rendered at least SIX months temporary service are allowed to deduct THREE years from their age. (Hi) The maximum age limit shall be relaxed in the case of Widows, Divorced Women and Women judicially separated from their husbands who are not married, subject to he condition that after such relaxation in any case the age of the candidates in respect of the age limit shall not exceed 45 years in he case of Scheduled Castes and Scheduled Tribes.

N.B: The Tahsildars (Mandal Revenue Officers) are competent authorities to issue certificates regarding status of the candidates in this matter.

5. Selection of candidates will be made on the basis of marks obtained in the qualifying academic examinations i.e. Intermediate or its equivalent examination only.

Candidates can apply for vacancies in one State only and will have to appear for Written Test from a centre of that particular state. 2. Emoluments: Total emoluments (Pre-revision) works out to approximately Rs.15000/- per month in the initial stage in a metro city. Other Allowance may vary depending upon the place of posting.
