Two Way Video Conference Facility to all Mandal Head Quarters in AP


In the implementation of “Two Way Video Conference Facility to all Mandal Head Quarters with Optical Fiber Cable (OFC) Technology” in the State, the Government is committed to take its benefit to all its nooks and corners.  The video conference system will use the infrastructure of APSWAN which is being implemented in the State, connecting SHQ to DHQs with 8 Mbps connectivity and DHQs to MHQs with 2 Mbps connectivity. It is in line with State’s plans of interconnecting all points upto District/sub District/Mandal level with 2 Mbps bandwidth through Optical Fiber Cable (OFC) network. Also have 2 way video conference facilities up to Mandal level. Accordingly the IT&C Department has submitted proposal to Planning Commission, Government of India through State Planning Department.

The Planning Commission vide their letter 2nd  read above, informed that `.150.00 crores have been sanctioned to Government of Andhra Pradesh for provision of Two Way Video Conference Facility to all Mandal Head Quarters accordingly the project has been included as a State Plan Scheme. The Information Technology & Communications Department designated the Andhra Pradesh Technology Services (APTS) to implement the project “providing two-way video conference facility to all Mandal Head Quarters with Optical Fiber Cable (OFC) Technology” and requested the Government in Planning Department to transfer funds provided under the project to the Managing Director, APTS who would in turn select the service provider through tender process and install and maintain the same. Information Technology & Communications Department would closely monitor the implementation process. In the reference  APTS has processed the tender for “Procurement of IP Based High Definition Video Conferencing solution and identified L1 bidder for the supply, installation and commissioning of the Two Way Video Conference System at all Mandal Head Quarters (MHQ) with 2 years warranty at a cost of `.44.90crores only and requested Government for approval”. Administrative Sanction for the project was issued vide reference . IT&C Department has released funds to APTS vide and APTS has requested to release the full amount of Rs.44.90crores as it is a one time payment to be made to selected vendor for supply and commissioning of equipment up to Mandal Level.

An amount of `.23,39,53,917/- (Rupees Twenty Three crores Thirty Nine lakhs Fifty Three Thousand Nine Hundred and Seventeen only) is further allocated for implementation of the scheme for the year 2012-2013. Now APTS has requested to release the funds to pay to the selected vendor for supply and commissioning systems vide their letter reference 8th read above.

Government  after  careful  examination  hereby  accord  sanction  and  release  an  amount  of.23,39,53,917/- (Rupees Twenty Three crores Thirty Nine lakhs Fifty Three Thousand Nine Hundred and Seventeen only) to M/s APTS Ltd., (inclusive of applicable APTS service charges) towards procurement of Video Conference Equipment for connecting Mandal Head quarters to respective District Head Quarters.

The expenditure sanctioned in para 4 above shall be debited to the following Head of Account

The Managing Director, APTS Ltd., shall submit an advance stamped receipt for `.23,39,53,917/- (Rupees Twenty Three crores Thirty Nine lakhs Fifty Three Thousand Nine Hundred and Seventeen only) to M/s APTS Ltd., inclusive of applicable APTS service charges, in duplicate, to this Department. The APTS Ltd., should utilize the amounts for the purposes specified above as per the terms and conditions in vogue.  The APTS Ltd., should also submit Utilization Certificate along with details of expenditure, as soon as it is utilized and remit the unspent balance, if any, to Government Account.
