Thotapalli Barrage Project across Nagavali River Administrative approval


Government have accorded sanction for Rs.450.23 Crores for Thotapally Barrage Scheme across Nagavali River, Vizianagaram District to pose the project proposal to seek JBIC assistance.

While the Spillway , Right earth dam are completed. Works pertaining to Left earth dam and Main canal are in progress. Due to slow progress, the contract of package-I was terminated under clause 61 of APSS. In the reference , the Chief Engineer, North Coast, Visakhapatnam was permitted to award the balance works of Thotapalli Barrage Project – “EPC Package-I– i.e. “Balance works of hydro Mechanical Items for spill way Radial Gates, formation of flood banks from spillway to existing old regulator on both sides of Nagavali river, formation of balance works on left earth dam, dyke portion, alternate state highway, excavation of right main canal, its distributory system from km 0.000 to km 48.88/km 52.45, including balance CM & CD works (excluding km 43.00 to km 47.00) miscellaneous items, balance investigation, designs, preparation of estimates and maintenance of canal system for two years (two khariff seasons) after completion of works of Thotapalli Barrage Project near Thotapalli (V), Garugubilli (M),Vizianagaram District” to the lowest tenderer of M/s UAN MAX Infra Ltd., Hyderabad- M/s Prasad & Co (Project works) Ltd., (JV) at the quoted contract value of Rs.109,88,00,000/- as it works out to (+) 4.73% excess only when compared with updated cost estimate of Rs.104.92 Crores (based on SSR 2011-12) even through tenders were invited with IBM value of Rs.32.65 Crores (based on 2003.-04 SSR) for the work.

In the reference, the Chief Engineer, North Coast, Visakhapatnam has submitted the Revised Estimate for Rs.774,90,64,485 duly incorporating the actual expenditure incurred, liabilities and probables under Non-EPC, EPC including the work mentioned in para 2 above and also additional items viz., Distributary system for additional ayacut, Price Adjustment, Reimbursement of labour Cess, Seignorage charges and Reimbursement of NAC/CMRF. After scrutiny of the estimate, the cost of the Revised Estimate is now worked out to Rs.774,90,78,336/-. A comparative statement showing the provisions in the Sanctioned Estimate and the Revised Estimate is furnished below:

4)         In addition to cost escalation due to action under clause 61 of the agreement present Agreement value of the balance works of package-I the increase in cost is also due to the increase in cost of Land Acquisition (LA) and Relief & Rehabilitation (R&R) component, cost of disributory system at the enhanced rate in Package-I. Price adjustment and other miscellaneous works etc.

5)    The Government after careful examination hereby accord revised administrative approval for Rs.774,90,78,336/- (Rupees Seven Hundred Seventy Four Crores Ninety Lakhs Seventy Eight Thousands Three Hundred and Thirty Six only)  for the work “Thotapalli Barrage Project across Nagavali River near Thotapalli (V) Garugubili (M) Viziangaram District.

6)      The expenditure sanctioned at para (5) above shall be debited to the Head of Account “4700-01-M.I -146 – TBP –GH –II NSP SH. 26 D&A –SH.27 C&D -530 Major Works – 531 Other Expenditure”

7)     The Chief Engineer,NorthCoast,Visakhapatnamis requested to take necessary action. He is also requested to take further necessary action for obtaining Revised Investment Clearance from the Planning Commission and to obtain further Central Assistance under AIBP.

8)     This order issues with the concurrence of the Finance (W&P) Department vide their U.O.No.3177/F7 (A1)/2012, dated 27.09.2012.
