The Andhra Pradesh Building and Other Construction Workers (RECS) Act 1996

In exercise of the powers conferred by the Section 18 of the Andhra Pradesh Building and Other Construction Workers (RECS) Act, 1996, the Government of Andhra Pradesh hereby appoint Sri S.Gopal, as Chairman to the Andhra Pradesh Building and Other Construction Workers Welfare Board.

Introduction  of  National  Pension  Scheme  –  Lite,  2010  to  the Building and Other Construction Workers in the State:

Section 22 of the Andhra Pradesh Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 empowers the Board constituted under the Act to provide welfare measures and facilities to the Building and Other Construction Workers registered as beneficiaries with the Board.

2.       In the meeting held on 12.04.2010, the Andhra Pradesh Building and Other Construction Workers Welfare Board resolved for ploughing back the welfare cess meant for welfare of the registered construction workers on their enrollment under the National Pension Scheme – Lite, 2010 as their contribution under the scheme with   certain   terms   and   conditions   including   minimum   contribution   of   the beneficiary

3.       The Government have examined the proposal and the contribution scheme for enrollment of the registered workers under the National Pension Scheme – Lite, 2010 and hereby approve for implementation with the following guidelines:-

i)        The contribution scheme shall be applicable to registered Construction Workers.

ii)        The  registered construction  workers  shall be eligible  to  enroll under National Pension Scheme – Lite, 2010 in the age group of 18 – 50 years for the purpose of getting contribution by ploughing back the welfare cess meant for the workers of the Board.

iii)       The initial contribution of registered workers shall be minimum of Rs.200/- per annum.

iv)       The  Board’s  ploughing  back  of  the  cess  as  contribution  shall  be Rs.1000/- per annum per worker the registered workers enrolled under the  National Pension Scheme – Lite, 2010.

v)       The Board shall operate the scheme so efficiently to avail the Central Government Contribution of  Rs.1000/- per worker per year for each such enrolled worker under the National Pension Scheme – Lite, 2010 as per the guidelines issued by the Pension Fund Regulatory and Development Authority.

vi)       The  Board  will  enter  into  an  agreement  with  the  Pension  Fund Regulatory and Development Authority, New Delhi or any other Agency as directed by the Pension Fund Regulatory and Development Authority for smooth implementation of the scheme.

vii)      After opening NPS Account, a Permanent Retirement Account Number (PRAN) Card will be issued to each such enrolled worker and the cost of such PRAN Card will be borne by the Board.

viii)     A.P.B & OCWWB, Hyderabad, will bear the AMC and other charges under the National Pension Scheme – Lite, 2010 as determined by the Pension  Fund  Regulatory  &  Development  Authority  (PFRDA),  New Delhi.

ix)       The  release of Pension  to  the  worker and  other matters connected therewith will be as per the regulations of National Pension Scheme – Lite, 2010 as determined from time to time by the Pension Fund Regulatory & Development Authority, New Delhi.

x)       The option for selection of the Pension Fund Manager/Pension Fund Investment Pattern, etc. will be in tune with the options being exercised by the Government of Andhra Pradesh/ Central Government Investment Pattern, as the case may be.

For the purpose of implementation of the scheme, the A.P. Building and Other Construction Workers Welfare Board has been appointed as  Aggregator by the PFRDA  with certain terms and conditions in the letter 5th read above. The A.P. Building  and  Other  Construction  Workers  Welfare  Board  will  take  further necessary action  to  enter  into  Memorandum  of  Understanding  after  obtaining approval by the PFRDA.   Any such appointment shall be governed by the Regulations for Aggregators under NPS-Lite-2010 and other rules/ guidelines prescribed by the PFRDFA from time to time.

This  order  issues  with  the  concurrence  of  Finance  (Expr.  LET  &  F) Department vide their U.O.No.631/198/A1/Pen.I/10 dated 29.06.2010.
