G.O.Ms.No. 88 Dated: 21 May 2014 Registrar, Dr.NTRUHS has furnished proposals regarding preparation of seats matrix and selection procedure for MDS Courses in the competent authority seats in Private Dental Colleges in the State of Andhra Pradesh.
The Government after careful examination of the proposal have decided to issue orders regarding seat matrix and selection procedure for admission into competent authority seats in Private Dental Colleges in the State of Andhra Pradesh.
Accordingly, the following notification will be published in an Extraordinary issue of the Andhra Pradesh Gazette, Dated: 22/05/2014.
N O T I F I C A T I O N
In exercise of the powers conferred by Section 3 read with sub-section (1) of Section 15 of the Andhra Pradesh Educational Institutions (Regulation of Admission and Prohibition of Capitation Fee) Act,1983 (A.P.Act No.5 of 1983), the Governor of Andhra Pradesh hereby makes the rules for preparation of seat matrix and selection procedure for admission in MDS Courses into competent authority seats in Private Dental Colleges in the State of Andhra Pradesh
I. PREPARATION OF THE SEAT MATRIX:
a). The reservations to SC, ST and BC shall be 15, 6 and 29% in each Speciality in each University area.
b). The number of seats for SC, ST and BCs shall be maintained as per reservations in each Speciality in each University area.
c). The 29% of seats for BC shall be distributed as BC-A 7%, BC-B-10%, BC-C-
1%, BC-D-7% and BC-E-4%.
d). The seats for BCs shall be allotted as per the percentage of reservation limiting to 29%. In determining the number of seats for each sub-group, the highest fraction shall be counted as one followed by the next highest one and so on.
e). The reservations for BC sub groups shall be maintained speciality wise as far as possible. When a seat cannot be earmarked for a sub-group, the seat shall be allotted to any BC sub group by merit.
f). When the number of seats in a specialty for BC is 1 or 2, the BC seats shall be allotted to any sub-group on merit.
g). When the number of BC seats in a Speciality and in a college are 4 or more than 4, at least one seat shall be allotted to each sub-group of BCs as per percentage of sub-group reservation.
h). 3% seats in a each speciality shall be reserved for differently-abled candidates which are horizontal reservations.
i). The unreserved seats shall be calculated speciality wise and University area wise and shall be limited to each institution depending upon the number of seats in that speciality and in that college.
j). The reservations shall also be maintained as far as possible for the unreserved seats also.
k). When the number of unreserved seats are 2, one seat shall be reserved under OC and one seat shall be rotated amongst SC, ST and BC in that order every year.
l). When the number of unreserved seat are more, the unreserved seats for OC
and categories shall be rotated among the colleges every year viz.
m).When the total number of seats in all the specialties in a University are less than 50, one seat shall be allotted to BC-C every alternative year.
n). As the number of seats in a each speciality in each University area are less, the net group shall be maintained for equal distribution of seats among the various reserved categories.
II. SELECTIONS PROCEDURE:
i) Dr. NTRUHS will announce the dates and centers at which selections will be made.
ii) The selections are speciality wise and University area wise.
iii) As per the G.O.Ms.No.42, Higher Education Dept, Dated: 18/05/2009 the unreserved seats will be filled first and then the local seats.
iv) Both local and non-local candidates are eligible for unreserved seats
v) First all the OC seats in a speciality in all the colleges shall be filled and then the reserved category seats shall be filled.
vi) A reserved category candidate selected under OC in a college in a speciality shall be permitted to slide into the same speciality to another college. The seat vacated shall be filled with the candidate of the same reserved category.
vii) A reserved category candidate selected under OC in a college in a speciality shall be permitted to slide into another speciality. The seat vacated shall be filled with the OC candidate in the subsequent counseling treating the seat as OC.
viii) A reserved category candidate selected under OC and does not join the speciality, the said vacancy shall be treated as OC and shall be filled in the subsequent counseling.
ix) A reserved category candidate selected under OC and slides into a category seat in another college and does not join in the speciality, the seat vacant under OC category shall be treated as OC and the category into which he has slided not joined shall be treated as respective category seat in the subsequent counseling.
x) Where a reserved category candidate slides to another college or speciality such seat vacated shall be filled by another reserved candidate of the same category.
xi) On the dates notified, the candidates shall be called in order of merit by the selection committee and shall opt for the speciality of their choice from the available specialties in the college. The selection committee shall issue the selection order immediately. The selection shall be made only from among the candidates who are physically present themselves when their hall tickets numbers are called out in order of merit.
xii) Provisional selection shall be made by the selection committee constituted by the Dr. NTRUHS. The selection intimation shall be issued specifying the date by which the candidate has to report to the respective college.
xiii) The selection committee shall display the allocation of seats to schedule castes, schedule tribes, backwards classes and service candidates in the colleges of the University area local area wise at the time of selections.
a) Claims of the candidates will not be considered if they are absent when called at the time of selection and the next in the merit would be selected. The selected candidate shall submit the original certificates to the selection committee and shall pay the University fees immediately at the counters available at the centre. The candidates shall submit required bond and shall pay the college fees at their respective colleges on or before the date fixed for the same.
b) If a candidate after choosing the speciality fails to pay the fees or after paying the fees fails to submit the bond, the selection of such candidate stands cancelled automatically.
c) The candidates shall be called to appear before the selection committee one after the other and they shall not enter the selection committee room in groups.
d) Any person who obstructs the proceedings of the selection committee or otherwise misbehaves or causes disturbance at the selection committee meetings and obstructs or causes obstruction to its peaceful functioning shall be liable for such disciplinary action as may be taken by the University.
(i) The procedure envisaged in G.O.Ms.No.996, E & SW Dept., Dated:
11/11/1976 will be followed in selecting the candidates.
(ii) Procedure indicated in G.O.P. No. 646, Education Dept, Dated:
10/07/1979 as amended in G.O.Ms.No.42, Higher Education Dept, Dated:
18/05/2009 shall be followed in selecting the local candidates.
(iii) Vacancies after the 1st Counseling shall be filled by another counseling on the date notified in the notice board of the University / web site of the University.
(iv) The selection committee shall have power to review the provisional selection in case of any errors, mis-representation, fraud or gross injustice. In all maters relating to the selections and admissions, the decision of the selection committee shall be final and binding on the candidates and selections cannot be questioned after closure of admissions.
(v) I. In the event that if any seats reserved for ST not being filled up, they will be throw open to the candidates belonging to the scheduled castes and vice-versa. In the event of the candidates from t he SC and ST are not being available, these seats shall be allotted to the candidates under open competition.
II If qualified candidates belonging to backward class of particular group are not available, the leftover seats can be adjusted for the candidates of next group. If qualified candidates belonging to backward classes are not available to fill up the 29% seats reserved for them, the left over seats shall be treated as Open Competition seats and shall be filled up with candidates of General Pool.
III. The proposed procedure of conversions:
i. All SC candidates will be called to opt the seat. ii. The unfilled SC seats will be converted to ST.
iii. All the ST candidates will be called to opt the seats. iv. The unfilled ST seats will be converted to SC
v. All the SC candidates will be called to opt the seats vi. All the unfilled seats will be converted to OC.
vii. All the BC-A seats will be converted to BC-B
viii. All the BC-B candidates will be called to opt the seats. ix. The unfilled BC-B seats will be converted to BC-C.
x. All the BC-C candidates will be called to opt the seats.
xi. The unfilled BC-C seats will be converted to BC-D
xii. All the BC-D candidates will be called to opt the seats xiii. The unfilled BC-D seats will be converted to BC-E
xiv. All the BC-E candidates will be called to opt the seats.
xv. The unfilled BC-E seats will be called to opt the seats xvi. The unfilled BC-E seats will be converted to BC-A xvii. All the unfilled BC seats will be converted to OC. xviii. All the candidates will be called to opt the seats.
xix. A seat taken by a reserved category candidate under the reserved category and who opt for the converted OC seats, the seat vacated will be added to OC seats.
xx. The unfilled seats of OC will be converted to OC unreserved seats.
xxi. All the candidates will be called to opt the seat irrespective of the local area. A seat taken by a reserved category candidate under the reserved category and who opt for the converted OC seats, the seat vacated will be added to OC seats
xxii. Any seats unfilled will be treated as not filled seats.
