Government have accorded permission to M/s.Hyderabad Race Club, Malakpet, Hyderabad to sell computerized totalizator tickets at Hyderabad Race Club for a period of two (2) years w.e.f. 01.04.2013 to 31.03.2015 including through its Off-Course Tote Centres situated around the Hyderabad, Secunderabad and outstations at Visakhapatnam, Vijayawada, Kurnool and Rajahmundry Centres. Further, in the reference 4th read above permission was accorded to sell computerized totalizator tickets at Off-Course Tote Centres situated at Kakinada and Guntur for a period of six months w.e.f. 01-04-2013 to 30-09-2013, subject to certain conditions.
Chairman requested to the Government to kindly renew the permission to Hyderabad Race Club, Malakpet, Hyderabad and its 16 Off-Course Tote Centres for a period of (5) years and they are willing to pay the necessary police permission fees for all the 5 years as a lumpsum payment.
Government after careful examination of the matter and also keeping in view the quotation of the Hon’ble Supreme Court full bench in Dr.K.R.Lakshmanan Vs State of Tamilnadu has clearly decided that Horse Racing is a game of skill, the following permission is given to M/s. Hyderabad Race Club:
• Permission is given for all the 16 centres for (5) years (i.e.upto 31-03-2018).
• Permission is given to the Guntur & Kakinada centres also on the usual terms & conditions in vogue in the remaining 14 centres.
• Providing adequate security
• Permission is given to continue the Guntur & Kakinada centres in the present premises, and
• Ban on liquor in the Race Club during the racing hours.
They shall pay necessary police permission fee for all five years in lumpsum.
