Rajiv Gandhi Panchayats Sashaktikaran Abhiyan RGPSA


Ministry of Panchayat Raj, Government of India have released an amount of Rs.76,24,44,000/- lakhs to Government of AP. towards 1st instalment of Central share under Rajiv Gandhi Panchayats Sashaktikaran Abhiyan (RGPSA).

Finance (Exp.PR&RD) Department have issued Budget Release Order for an amount Rs.25,41,48,000/- under plan as additional in Relaxation of Treasury Control and Quarterly Regulazation order by obtaining supplementary grants during the year 2013-14 towards RGPSA. In the reference , Administrative sanction was accorded to the Commissioner, Panchayat Raj & Rural Employment for an amount of Rs.25,41,48,000/- (Rupees Twenty Five Crores forty one lakhs and Forty eight thousands only) towards State share for 2013-14 under RGPSA.

Finance (Expr.PR&RD) Department have issued Budget Release Order releasing an amount of Rs.76,24,44,000/- to Panchayat Raj Department under Plan as additional in Relaxation of Treasury Control and Quarterly Regulazation by obtaining supplementary grants under RGPSA. In the reference 5th read above, Administrative sanction was accorded to Commissioner Panchayat Raj & Rural Employment for an amount of Rs.76,24,44,000/- (Rupees Seventy Six crores twenty four lakhs and forty four thousands only) towards 1st instalment of Central share for the year 2013-14 under RGPSA.

Commissioner, Panchayat Raj & Rural Employment has stated that out of 7624.44 lakhs released under RGPSA towards Central Share, the amounts allocated under Special Component and Tribal sub plan i.e. Rs.12,35,16,000/- and Rs.5,03,22,000/- respectively were adjusted leaving a balance of Rs.58,86,06,000/- under General Component and State Share of Rs. 2541.48 lakhs and connected bills have been returned by Pay Accounts Officer, A.P., Hyderabad and requested the Government to issue necessary orders so that the bills can be got admitted in audit.

PR&RD) Department have issued Budget Release Order releasing an amount of Rs.84,27,52,000/- (Rupees Eighty Four Crores twenty seven lakhs and fifty two thousands only) under Plan as additional in relaxation of Treasury Control and Quarterly Regulation Orders by obtaining supplementary grants during the year 2014-15 towards Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) Scheme.

In pursuance of the Budget Release Order issued by the Finance (Expr.PR&RD) Department in the G.O 7th read above and in partial modification of the orders issued in the references 3rd and 5th read above, Government hereby accord administrative sanction to the Commissioner Panchayat Raj & Rural Employment, A.P., Hyderabad for an amount of Rs.84,27,52,000/- (Rupees Eighty Four Crores twenty seven lakhs and fifty two thousands only) towards 1st instalment of both Central and State shares under Rajiv Gandhi Panchayat Sashaktikaran Abhiyan (RGPSA) Scheme.

The scheme shall be implemented as per the RGPSA guidelines issued by Government of India, Ministry of Panchayat Raj from time to time and by following the instructions issued by Government.

The Commissioner, Panchayat Raj & Rural Employment, Andhra Pradesh, Hyderabad is also requested to submit the Utilization Certificates and Audit Certificates to the Government of India directly and to take necessary action accordingly.

9. This order does not require the concurrence of Finance Department, since the Budget Release Order (BRO) issued by the Finance (Expr. PR) Department vide GO 10th read above.
