Procurement of Onions at Rythu bazars at No Loss No Profit basis


The Commissioner & Director of Agricultural Marketing, A.P., Hyderabad has brought to the notice to the Government, the Agriculture Market Committee, Procurement of Onions at Rythu bazars Kurnool is only centralized trade of Onions in the market yard, Kurnool. As a comparison of prices of Onions during 2016, Onion prices have fallen in Andhra Pradesh, Maharashtra, Gujarat and Karnataka as compared to last two years. It is necessary to take up market intervention by arranging procurement of onions so as to avoid distress sale by farmers and to facilitate better price in private market.

2. The Commissioner & Director of Agricultural Marketing has submitted proposal for Constitution of Committees and also sanction Rs.3.00 Crores as an advance from Central Market Fund Funds to Rythu Bazar, Kurnool account as Revolving fund for operating procurement and sales at field level on no Loss & no Profit basis.

3. The Government after examination of the matter in detail, hereby approve the proposal of Commissioner &

Director of Agricultural Marketing and permit him to sanction an amount of Rs.3.00 Crores as an advance from Central Market Fund funds to the Rythu Bazar, Kurnool account as Revolving fund for operating procurement and sale of onions at field level on no Loss & no Profit basis and issue following orders.

a). As Kurnool district is major producer of Onions and supplier to various districts in the states, the District level Committee is

Constituted with the following members to arrange procurement, aggregation and supply of onions to various districts.

1. Joint Collector, Kurnool – Chairman
2. District Manager, Markfed – Member
3. District Co-Operative Officer – Member
4. District Supply Officer – Member
5. Asst. Director, Horticulture – Member
6. Asst. Director of Marketing – Convener

The Committee will procure the Onions from the farmers @ Rs. 8/- per Kg for 1st Quality, Rs. 7/- per Kg for 2nd Quality and Rs. 6/- per Kg for 3rd Quality of Onions at field level. The Committee will collect the indents from various sources i.e. Rythu bazaars, Fair Price Shops, Hostels, Wholesale markets etc from different districts and arrange to send the procured material accordingly.

b). As the Onions procured from Kurnool are to be disposed in various other districts of the state, the following District Level Committee is constituted with the following members to assess the requirement/demand of Onions in the district and arrange their disposal Procurement of Onions at Rythu bazars.

1. Joint Collector – Chairman
2. District Manager, APSCSC Ltd. – Member
3. District Manager, Markfed – Member
4. District Supply Officer – Member
5. Deputy Director, Social Welfare – Member
6. Asst. Director of Marketing – Convener

Efforts will be put by District Committees to take up this operation on No Profit No loss basis. However, when arrivals are more and disposal becomes difficult the District Committees may review the position and take decision to bear the costs of handling, transportation and storage loss.

c). The State level Committee with the following members to coordinate and monitor the market intervention for Onions Procurement of Onions at Rythu bazars.

2. Commissioner, Civil Supplies. – Member
3. Commissioner, Horticulture – Member
4. VC & Managing Director, APSCSCL – Member
5. Managing Director, AP Markfed. – Member

4. The Commissioner & Director of Agricultural Marketing, A.P., Hyderabad shall take further action accordingly Procurement of Onions at Rythu bazars.
