Operational Guidelines for procurement the components sanctioned under RKVY


1) CREATION OF FARM PONDS:
Government Seed Farms in the State are being used for raising of Mulberry saplings silk worm rearing for supply of chawkie worms to the farmers and also producing seed cocoons for preparation of Bivoltine Hybrid layings.
OBJECTIVE:
To carry out the above activities without any hindrance, irrigation is very much essential for production of mulberry leaf and for raising of saplings. Most of the seed farms are having very little irrigation facility due to depletion of ground water levels over a period of time. Therefore there is a dire need to provide Farm Ponds for water storage by providing drips and sprinklers.
PATTERN OF ASSISTENCE:
Under this scheme the assistance is to be provided to execute Farm Ponds in (40) Govt. Seed Farms with 100% assistance under RKVY @ Rs. 1.00 lakh per unit in Govt. Seed Farm.
GUIDE LINES:

The State level Technical Committee have recommended to propose two types of Farm ponds based on the requirement in the Govt. Seed farms . Accordingly it is proposed to execute two types of Farm ponds with the following specifications.
Type- I
• The created Farm Pond should have the dimension of 8 m X 8m X 4 m by covering high density polythene sheet with the unit cost of Rs 1.00 lakhs
Type- II
• The created Farm Pond should have the dimension of 4 m X 4 m X 4 m by covering high density polythene sheet with the unit cost of Rs 0.50 lakhs
• The Dist. Officer should have to select the needy Govt. Seed Farm and based on the requirement they should select type of farm pond which requires support under this scheme.
• The schemes are to be brought to the notice of the District collector to monitor the programme and co-ordination with the executing agency.
• The work for execution of Farm ponds in the Govt. seed farms are to be entrusted to the APSRIC/ P.R Dept / RWS / any other Govt. Engineering Department in the district for the funds sanctioned under RKVY.
• The estimates of Farm ponds have to be obtained from the executing agency for execution of farm ponds by the concerned district officers.
• The Engineering Department should follow the guide lines already approved under National Horticulture Mission programme of Govt. of India for preparation of estimates uniformly in all the districts.
• The work details shall be recorded and maintained by the officer concerned and the executing agency.
• The departmental officers shall supervise the works and the progress of the work shall be reported by 3rd of every succeeding month to Head office for onward submission to Govt.
• The Departmental officer and the executive agency are held responsible for proper execution of the work.
• The execution of the work shall be completed within schedule time.
• District officers shall make the payment along with work order to the executive agency through online transfer / D.D/ A.C payee cheques meant for the said scheme
• The District officers/ Divisional Officers shall obtain the Utilization Certificate after completion of the work from the executive agency and furnish to HOD duly counter signed.
2. Sprinkler and drip irrigation for water conservation:
OBJECTIVE:
The water stored in farm ponds will be utilized to irrigate the chawkie garden and nursery beds by providing drip and sprinklers for conservation and effective utilization of the available limited water resources in (40) Govt seed farms.
PATTERN OF ASSISTENCE:
Under this scheme the assistance is to be provided to install drip/ sprinklers units in (32) the Govt. Seed Farms, with a unit cost of Rs 80,000/- per hectare with 100% assistance from RKVY.

1) GUIDE LINES:
• The drip irrigation should be provided at least 1 Ha area in each Govt. Seed farms.
• The Dist. Officer should select the needy Govt. Seed Farm which requires support under this scheme.
• The schemes are to be brought to the notice of the District collector to monitor the programme and co-ordination with the executing agency..
• The work for providing drip irrigation for water conservation in the Govt. Seed farms under RKVY shall be entrusted to the APMIP.
• The BOQ for providing drip/ sprinkler irrigation systems to be obtained from the APMIP by the District officers.
• The 16 mm drip irrigation system should be installed in the Govt. Seed farms.

• The PDs of APMIP shall prepare the estimates governing the rules and regulations and provisions of Govt. of A.P, under APMIP for purchase of drip /Sprinklers materials uniformly throughout the State.
• The work details shall be recorded and maintained by the officer concerned and the executing agency.

• The departmental officers shall supervise the works and the progress of the work shall be reported by 3rd of every succeeding month to Head office.
• The Departmental officer and the executive agency are responsible for proper installation of drip irrigation systems in the Govt. Seed Farms..
• The execution of the work shall be completed within one month.
• District officers shall make the payment along with work order to the executive agency through online transfer/ D.D/ A.C payee cheques meant for the said scheme
• The District officers/ Divisional Officers shall obtain the Utilization Certificate after completion of the work from the executive agency and furnish to HOD duly counter signed.
3. Replacement of Old/Unserviceable electric motors:
OBJECTIVE:
The electric motors available in the Government seed farms are very old and have become unserviceable. Drawing the water from the open wells / bore wells is becoming very difficult to irrigate the mulberry garden. Therefore it is proposed to replace the old and energy inefficient electric motors with new and energy efficient pump sets to the (40) Govt. Seed Farms under RKVY.
PATTERN OF ASSISTENCE:
Under this scheme the old and energy inefficient electric motors are to be replaced with new and energy efficient pump sets including accessories with a unit cost of Rs 1.00 lakh with 100% assistance from RKVY.

GUIDE LINES:
• The Dist. Officer should select the Govt. Seed Farm which requires support under this scheme.
• The schemes are to be brought to the notice of the District collector to monitor the programme and co-ordination with the executing agency..
• The pumps are procured duly following the procedure and guidelines in forced in Indira jala prabha programme implementing in DWMA. for the Govt. seed farms sanctioned under RKVY
• The pump sets details shall be recorded and maintained by the officer concerned
• The departmental officers shall supervise the works and the progress of the work shall be reported by 3rd of every succeeding month to Head office.
• The Departmental officer and the executive agency are responsible for proper execution of the work.
• The execution of the work shall be completed within one month.
• Payment of amount shall be made after completion of the work to the executive agency through online transfer of funds meant for the said scheme
• Utilization Certificate shall be furnished at the completion of the work by the executive agency duly counter signed by the Departmental officer.

4) Drilling of bore wells in the Govt. Seed Farms:
OBJECTIVE:
As many of the wells /bore wells in the Govt. Seed farms have dried up or yielding very less water, hence, new bore wells are to be drilled in the Govt. seed farms to provide irrigation facility to the mulberry garden.
PATTERN OF ASSISTENCE:

Under this scheme (40) new bore wells are drilling in Govt. seed farms to provide irrigation facility to the mulberry garden with a unit cost of Rs 0.50 lakh with 100% assistance from RKVY.
GUIDELINES:
• The Dist. Officer should select the Govt. Seed Farm which requires support under this scheme.
• The schemes are to be brought to the notice of the District collector to monitor the programme and co-ordination with the executing agency..
• The Officers concerned shall conduct ground water survey by Ground water Department for water points.
• Based on the recommendations of the Ground water survey the drilling of bore wells in the Govt. Seed Farms shall be carried out.
• The work has to be entrusted to the APSRIC for the Govt. seed Farms sanctioned under RKVY.
• The estimates for drilling of new bore wells have to be obtained from the APSCRIC.
• The engineering wing of APSCRIC should follow the rules and guide lines for preparation of estimates uniformly in all the districts for drilling of bore wells.
• The work execution details shall be maintained by the officer concerned and the executing agency.
• The departmental officers shall supervise the works and the progress of the work executed shall be informed time to time to Head office.
• The Departmental officer and the executive agency are responsible for proper execution of the work.
• The execution of the work shall be completed within one month.
• District officers shall make the payment along with work order to the executive agency through online transfer/ D.D/ A.C payee cheques meant for the said scheme
• The District officers/ Divisional Officers shall obtain the Utilization Certificate after completion of the work from the executive agency and furnish to HOD duly counter signed.
II. ENHANCEMENT OF SOIL HEALTH: (50% SUBSIDY):
1) SUPPLY OF MICRO NUTIRENTS:
Micronutrients play a major role in several metabolic activities responsible for protein, sugar and enzyme synthesis leading to production of quality mulberry leaf. In case of multiple deficiencies of micronutrients, the yield may be reduced to even up to 50% when the leaves fed to silk worms results in production of poor quality BVH cocoon. By compensating deficient micronutrients, there is a chance of 10-30 % increase in leaf yield and up to 7 % increase in silkworm seed production.
OBJECTIVE:
To improve the leaf quality of Mulberry gardents, it is proposed to supply micronutrients (such as Poshan/ Seri boost) containing Zinc, Boran, Manganies, Iron and Molybdenum) as foliar spray to 15000 farmers under RKVY.
PATTERN OF ASSISTENCE:
Under this scheme it is proposed to supply micronutrients to the farmers with a unit cost of Rs. 1,500/- with 50% subsidy (Rs. 750/- contribution by the farmer).
GUIDELINES:
• The farmer who are having (1) acre of mulberry garden with assured irrigation facility can be selected under this scheme.
• Preference shall be given to the BVH/ Seed farmers.
• The selection of micronutrients is as per the choice of the farmer. The subsidy limit is restricted to Rs.750/- per farmer only.
• The sericulture farmer can avail the subsidy by paying his contribution in three to four spells in a year as per their convenience.
• The Serifed will supply the micronutrients as per the rates already finalized by the Tender Committee ( State Level Procurement Committee) for the year 2012-13 / from time to time and the supplies are from the Govt. approved agencies/Institutions.
• The District officers shall have to collect beneficiary contribution for supply of micronutrients as per the choice of farmers and furnish the list of farmers to Commissioner of sericulture under copy to MD/Serifed for supply.
• The stocks will be supplied to the places ordered by the officers through Seri poly clinics/TSCs after receipt of beneficiary contribution along with Departmental subsidy amount.
• The amount towards cost of supply of micronutrients shall be transferred to Serifed account to effect supply.
• The district officers shall have to place the indent at least 15 to 20 days in advance about the requirement of Micronutrients to the Managing Director, Serifed through mail / fax.
• The Serifed will supply micronutrients required quantity by the farmers within (15) days from the date of receipt of indent on payment of cash to the Serifed.
• The District officers should ensure to educate the farmers for application of the Micronutrients before supply to the farmers.
• Utilization Certificate shall be furnished by the District/ Div. Officers after completion of the scheme with in stipulated time.
• The officers should observe and record the impact of the micronutrients in the field in terms of leaf yield and cocoon production and submit report to Head office.
• The Officers suould collect the sample of each lot before supply to farmersand sent to CSR&TI Mysore for quality check before making payment.
• Application of such nutrients shall be certified by the TSC/ Dist Officers for release of payment after application.
• The officers are responsible for implementation of the scheme.
(2) SUPPLY OF NEEM CAKE TO THE FARMERS TO ENRICH SOIL HEALTH:
OBJECTIVE:
Soil health plays an important role in the growth of a plant. It is more so important for mulberry to have good soil health and to arrest the root rot disease. Since the leaf is fed to the silkworms it is imperative to have good soil health for qualitative and quantitative leaf production for production of quality BVH cocoons. There has been a general menace of root rot to mulberry plantations in Coastal and Telangana districts wherever the organic carbon content in the soils is poor which happens mostly when the soils having plantation cover. In order to minimize the incidence of Root rot by
improving the soil health application of neem cake as a basel dose before planting Mulberry and during intercultural operations is found to be very effective. Neem cake acts not only a soil nutrient but also fungus repellent.
PATTERN OF ASSISTENCE:
Under this scheme it is proposed to supply Neem cake @ 6-7 quintals per acre and the cost of Neem cake is Rs.10,000 per acre. It is proposed to cover 7870 farmers under the scheme with 50% assistance from RKVY and 50% beneficiary contribution.(Rs.5000/- as beneficiary contribution).
GUIDELINES:
• The farmer who are having (1) acre of mulberry garden with assured irrigation facility can be selected under this scheme.
• Preference shall be given to the BVH/Seed farmers.
• The subsidy limit is restricted to Rs.5000/- per farmer.
• The sericulture farmer can avail the subsidy by paying his contribution of Rs. 5000/- in three to four spells in a year as per their convenience.
• The Serifed will supply the Neem cake with oil and without oil as per the rataes finalised by the Tender Committee ( OR) the District Officers shall obtain the rates from the local firms for Neem Cake with oil and without oil to avoid transportation charges and send to Commissioner of Sericulture, Hyderabad for empanelment. Farmers will have the choice to procure as per their requirement and interest
• The Serifed / District officers are requested to collect the samples of each lot @ one Kg per Tonne in Two samples for testing before supply to farmers and sent for testing to PCL, Rajendranagar / any Government Scientific Testing Agency for quality check before making payment. The payment will be made to the supplier based on the testing report only.
• The District officers shall have to collect beneficiary contribution for supply of Neem cake to the farmers along with the list of farmers to be sent to Commissioner of Sericulture, Hyderabad.
• The stocks will be supplied to the places ordered by the officers through Seri poly clinics/TSCs after receipt of beneficiary contribution along with Departmental subsidy amount.

• The District officers should ensure to educate the farmers on usage of the Neem cake (with oil and without oil) before supply to the farmers.
• Utilization Certificate shall be furnished after completion of the scheme with in stipulated time.
• Application of Neem cake shall be certified by the local TSC/ Dist. Officers for release for payment after application
• The Officers should observe and record the impact of the material in the field in terms of the control of Root rot disease and submit report to Head office.
• The officers are responsible for implementation of the scheme.

III .Support for Improving of Cocoon Markets : (50% subsidy on the unit cost)

1.Open Market Yards for Tasar:

The Tasar cocoons produced by the tribal rearers are sold through open auction in the market yards. The cocoons are arranged in lots on the platforms and they are required for grading of the cocoons before auction. The present market yards were established in the early 1980s and are damaged and not serving the purpose. Moreover the tribal farmers do not have any infrastructure for grading and drying the cocoons in their dwelling houses. Therefore there is an imperative need to provide platforms in the Tasar market yards located in the close vicinity of their habitations.
OBJECTIVE:
Under this scheme , it is proposed to create infrastructure facility i.e (Open Market Yards ) at the near vicinity of tribal farmers for improving the quality of produce and thereby increasing their incomes as a part of poverty reduction initiative.
PATTERN OF ASSISTENCE:

Construction cost of each platform is Rs 2.00 Lakhs. Subsidy from RKVY is 50% (Rs.1.00 lakhs) and the balance 50% (Rs. 1.00 lakh) will be met from CSB funds Under this scheme it is proposed to construct (5) platforms in the market yards of Warangal , Karimnagar, Adilabad and Khammam districts under RKVY.
Guidelines:

• The Dist. / Divisional Officer shall make necessary arrangements for construction of platforms in the market yard for Tasar cocoon transaction only in tribal areas.
• The status of implementation of the scheme has to be brought to the notice of the District collector to monitor the programme and co-ordination with the executing agency.
• Execution of the work has to be entrusted to the PR Department .
• The estimates have to be obtained from the Executive Agency for execution of the work by the concerned district officers.
• The engineering wing of Executive Agency should follow the guide lines which are in vogue for preparation of estimates uniformly in all the districts.
• The monitoring and execution of the work shall be done in coordination with the executive agency.
• The departmental officers shall supervise the works and the progress of the work shall be reported by 3rd of every succeeding month to Head office for onward submission of the report to the Govt.
• The Departmental officer and the executive agency are held responsible for proper execution of the work.
• The execution of the work shall be completed within schedule time.
• District officers shall make the payment along with work order to the executive agency through online transfer/ D.D/ A.C payee cheques meant for the said scheme
• The District officers/ Divisional Officers shall obtain the Utilization Certificate after completion of the work from the executive agency and furnish to HOD duly counter signed.
(2) Hot Air Driers for Tasar Cocoon Stifling:
Tasar cocoons are highly perishable and moth emergence takes place after 15 days of harvest, if the cocoons are not stifled. This will result in deterioration of quality besides loss of silk filament. Prolonged storage without stifling will also damage the cocoons due to fungus / ants / rats attack etc.
Objective:
In order to save the harvested Tasar cocoons by the tribal farmers, it is proposed to establish (5) Hot Air Driers @ 1 in each market yard at Mahadevpur of Karimnagar district, Venkatapuram of Khammam district, Chennoor and Gollatharividi of Adilabad district, Venkatapur of Warangal district to enable the Tasar reelers to utilize the services of Hot Air Driers for stifling the Tasar cocoons.
PATTERN OF ASSISTENCE:

The Cost of the Hot air driers for Tasar cocoons Stifling is Rs 3.00 Lakhs. Subsidy from RKVY is 50% (Rs.1.50 lakhs) and the balance 50% (Rs. 1.50 lakh) will be met from CSB funds.

GUIDELINES :
• The District / Divisional officer shall obtain the list of the notified shortlisted firms from CSB for supply & erection of Hot air driers .
• The District / Divisional officer shall place supply order to the firm duly indicating the specifications & Terms and conditions.
• The firm should have to agree for making free service during warranty period.
• The District / Divisional officer shall have to take necessary steps for erection of Hot Air Driers in the allotted places of the districts.
• The status of implementation of the scheme has to be brought to the notice of the District collector to monitor the programme and co-ordination with the executing agency.
• The departmental officers shall supervise the installation and functioning of the Hot Air drier and submit the progress of the work by 3rd of every succeeding month to Head office for onward submission to the Govt.
• The execution of the work shall be completed within schedule time.
• District / Divisional officers shall make the payment to the firm after satisfactory installation and functioning of the Hot Air Drier in good condition .Then only make the payment to the firm through online transfer/ D.D/ A.C payee cheques meant for the said scheme
• The District officers/ Divisional Officers shall submit the Utilization Certificate to HOD .

IV. SKILL DEVELOPMENT TRINING PROGRAMME FOR SILK REELING & TWISTING UNDER RKVY

Sericulture industry mainly consists of 2 sectors viz. pre-cocoon and post cocoon sectors wherein raising of mulberry gardens and rearing of silkworms come under pre-cocoon sector whereas silk reeling and twisting come under post cocoon sector. Pre-cocoon sector is farm based whereas post cocoon industry related activities.

The entire Silk reeling activity consists of the works like cocoon cooking, unwinding of the silk filament from reeling cocoons on reeling machines, re-reeling and making skeins and books for preparing twisted yarn.

The silk reeling activity is highly skill oriented one because denier of silk filament i.e thickness of silk filament, which is produced on reeling machines, is a key parameter for production graded silk and in turn for production of silk fabric and profit / loss to the silk reeling industry. Silk reeling activity i.e cocoon cooking, reeling, re-reeling and skein / book making is totally skill related work and labour involved in these works require utmost expertise to make the reeling work viable and to run the unit on profit lines.

On the other hand, silk twisting activity is another skill oriented work, wherein two graded raw silk filaments are twisted on machines for production of yarn with particular tenacity & strength for production of warp and weft yarn suitable for handlooms or power-looms. Silk twisting activity consists of raw silk winding, doubling, twisting and warping / wefting and labour in these works also need expertise to reduce wastage up to 2% on 1 kg of graded raw silk used for twisting.

Dharmavaram, Hindupur, Madanapalli in Ananthapur district, Proddatur in Kadapa district, H.Junction in Krishna district, Peddapuram in E.Godavari, Janagaon in Warangal district, Ramayampet, Chowtuppal & Pochampalli in Nalgonda district are the major areas where silk reeling / twisting / weaving activities are concentrated. A total number of 2000 reeling basins of different categories, 87,000 silk twisting spindles, 80000 handlooms and around 1000 power looms are working in the above centers of the state.

The Department of Sericulture, AP has planned in a big way for establishment of non-farm units for reeling and twisting units under state normal plan scheme as well as Catalytic Development Programme of Central Silk Board during XII plan period i.e from 2012-13 to 2017-18. Skilled reeling and twisting workers are instantaneously required for the proposed non-farm units to run them on viable lines. On the other hand the existing silk reeling and twisting units are also running short of skilled labour because of various reasons due to which some units are not functioning to their full capacity

It is, therefore, proposed skill development training programme in silk reeling and twisting activities under the Govt. of India sponsored programme of Rastriya Krishi Vignan Yojana (RKVY). The in-situ training programme for both the activities are planned to organize for a period of (2) months with only (2) components i.e. stipend to reeling / twisting workers and raw material cost and an amount of Rs.20,000/- i.e Rs.10,000/- from RKVY and Rs.10,000/- as beneficiary contribution, is proposed to be incurred per 1 trainee for training.

12- Skilled workers are required for 6-basin capacity reeling unit whereas 7 skilled workers are required for 60-spindle capacity twisting unit.

IMPLEMENTATION GUIDELINES

  1. Reeling workers proposed for Multi-end Reeling units / Automatic Reeling Units / Automatic Dupion Reeling Units / Twisting units are only eligible for training under RKVY.
  2. Priority is given to train the reeling worker trainees of the New Silk Reeling units / Twisting units of the year 2010-11 to be established during 2011-12 and units of 2011-12 to be established during 2012-13 and subsequent years sanctioned under CDP / Normal State Plan.  Priority shall be given to the needy units only.
  3. The proprietors of the said category units shall identify trainee workers and submit complete bio-data to the concerned District Officer of the Department.  In turn, the District Officer obtains DLSC approval for the batch of trainee workers.
  4. Training programme to trainee workers to silk reeling / twisting units shall be completed  as per schedule of Training Programme.

 

  1. Training programme shall be conducted in the respective silk reeling / twisting unit for which trainee workers are selected.  After completion of the training programme, the trainee workers shall be absorbed as regular reeling / twisting workers.
  2. The ratio between unit capacity and number of trainee workers to be trained should be as follows.

  1. (1) Staff member in the cadre of TA / TO will be allotted to the proposed reeling / twisting unit for imparting / supervising the training programme and he shall give a daily report to the Incharge of the Non-Farm TSC on the progress of the training.  Daily progress report shall be on No of trainees workers attended, quantity of raw material consumed, value of raw material, approximate raw silk obtained, Renditta, individual reeler trainee-wise skill etc.  If a candidate is abstained for 15 days continuously during the training period, he shall be dropped for further training.  An under taking shall be taken from the trainee workers stating that he shall work for a minimum period of (3) years in the reeling / twisting unit.

 

  1. Funds for raw material under training programme shall be released on weekly basis to the proprietor of the reeling / twisting unit basing on the progress report submitted by the allotted staff member.  On satisfactory conduct of training programme only, the District Officer / Asst. Director of Sericulture shall release the funds for the programme.  Stipend to trainee workers shall be released on monthly basis i.e. for 30 days period.
  2. The proprietor of the reeling / twisting unit shall give an undertaking to the concerned District Officer of the Department / the Asst. Director of Sericulture stating that the unit shall be run continuously for a minimum (3) years employment to the trainee workers will be provided in the unit.
  3.  The concerned District Officer of the Department / the Asst. Director of Sericulture together with the Incharge of NF-TSC shall inspect the training programme on weekly basis and give necessary technical suggestions, if necessary for improving skill in the activity.
  4. It will be ensured that trainee workers will be above 18 years of age group only for training purpose.
