Construction of High Level Canal Somasila Project


Representation was received by the Government for sanction of a High Level Canal Lift Irrigation Scheme from Somasila Reservoir to cater to the drinking water and Irrigation needs of upland and drought prone areas of Ananthasagaram, Marripadu and Duttaluru Mandals of SPSR Nellore District to stop the migration of Agricultural Families of the drought prone areas in search of livelihood. Based on Government instructions, the Chief Engineer, NTR TGP, Srikalahasti sent a line estimate to the Government for according administrative approval.

Chief Engineer, NTR TGP was instructed to resubmit the estimate along with detailed project report for the Lift Irrigation Scheme. In G.O.Ms. No. 42 I&CAD (PW.Major.Irrigation-II) Department dated 23.07.2011 Government have accorded administrative approval for an amount of Rs.50.00 Lakhs to take up the work of Preparation of Detailed Project Report for construction of High Level Lift Irrigation Scheme on outsourcing.

The Chief Engineer, NTR TGP, Srikalahasti has submitted a proposal for “Construction of High Level Canal (Lift Irrigation Scheme) to supply 5.0 T.M.C. of Pennar flood waters from Somasila reservoir to provide Irrigation facilities to the upland drought prone area in Udayagiri and Atmakur Constituencies to an extent of about 90,000 Acs in Marripadu, Duttaluru, Atmakuru, Vinjamuru and Ananthasagaram Mandals in Nellore District and also providing drinking water to enrouting villages in these Mandals at an estimated cost of Rs.799.10 Crores”.

The High Level Lift Irrigation Scheme – Somasila Project proposes to divert 5.0 TMC of water from Somasila Reservoir water from the 7th Kilometer of North Feeder canal (G.K.N. Canal) to the Six Mandals namely Marripadu, Vinjamur, Duttalur, Udayagiri, Atmakur & Ananthasagaram in Udayagiri and Atmakur Constituencies to irrigate about 90,000 acres of Ayacut & to provide 0.2 TMC as drinking water to the 58 Revenue Villages in Six Mandals enroute for a projected population of 2,35,266 by 2041.

In addition to providing Irrigation and drinking water facilities in the command area, the scheme will improve socio economic condition due to employments, development of small scale industries, fisheries, Horticulture, poultry and other supplementary works of so far drought affected areas in the Six Mandals namely Marripadu, Vinjamur, Duttalur, Udayagiri, Atmakur & Ananthasagaram in Udayagiri and Atmakur Constituencies in Nellore District along with positive impact on poverty reduction through increased agricultural productivity and increased employment opportunities and increased food security at national, regional and local levels.

Chief Engineer, NTR TGP, Srikalahasti requested the Government to accord administrative approval for an amount of Rs.139.48 Crores to take up the Lift Irrigation Stage – I balance works on outsourcing.

Engineer-in-Chief (I), Hyderabad has recommended to the Government to accord “in principle administrative sanction” for the High Level Lift Irrigation Scheme for Rs.799.20 Crores so that Stage – I works costing Rs.139.48 Crores can be taken up immediately on out sourcing basis and the scheme can be grounded in Phases beginning from the source point of Somasila in a short time frame.

Government after careful examination of the above proposal hereby accord “in principle administrative sanction” for an amount of Rs.785.00 Crores (Rupees Seven hundred and eighty five crores only) as per the details annexed to this order to take up the work “Construction of High Level Canal (Lift Irrigation Scheme) to supply 5.0 T.M.C. of Pennar flood waters from Somasila reservoir to provide

Irrigation facilities to the upland drought prone area in Udayagiri and Atmakur Constituencies to an extent of about 90,000 Acs in Marripadu, Duttalur, Atmakur, Vinjamur and Ananthasagaram Mandals in SPSR Nellore District and also providing drinking water to enrouting Villages in these Mandals”.

The Chief Engineer, NTR TGP, Srikalahasti is permitted to take up the work of investigation, preparation of designs, HPs, preparation of estimate and LP schedules on out sourcing basis under Stage – I at a cost of Rs.5.90 Crores (Rupees Five crores and ninety lakhs only) from out of the amount of Rs.785.00 Crores sanctioned in para (8) above. After this process is completed, Land Acquisition process shall be taken up at a cost of Rs.133.58 Crores (Rupees One hundred thirty three crores and fifty eight lakhs only).

The expenditure sanctioned above shall be debited to the head of account “MH 4700 Capital outlay on Major & Medium Irrigation (01) Major Irrigation (Commercial) MH 112 Somasila Project – SH 27 Canals & Distributaries – 530 Major Works 531 Other Expenditure”.

The Chief Engineer, NTR TGP, Srikalahasti is informed that the above scheme is approved subject to the condition that the provision for investigation and designs be re-examined before according Technical sanction to the Stage-1 estimate. Similarly, provisions made for canal widening instead of pipe line upto km.7 of G.K.N. Canal, branch canal and distributories, lining of canals, B.C. Ratio calculations etc. shall be re-examined while submitting the estimate for Stage-II sanction.

The Chief Engineer, NTR TGP, Srikalahasti shall take further action in the matter accordingly.

This order issues with the concurrence of Finance (W&P) Department vide their U.O.No.2956//F7(A2)/2012 dt.14.09.2012.
