Loan Redemption Scheme – Incentive Awards


While the Scheme of Farmer Loan Redemption Scheme was announced in June 2014, it is very important, time-bound scheme of the Government of AP and vide GO.Ms.No.174 dated 14.08.2014 of Finance Department , a comprehensive GO on the Scheme was issued, basing on the recommendations of the Kotaiah Committee. The Government desired  a smart application be designed to process the eligibility of the farmers under the scheme and to arrive the amounts eligible. The Advisor to (E-Gov, IT & Electronics) to CM, was associated with the design of the IT application to support the processing needs of the Scheme.

The design of the Smart Application was undertaken by the Finance Department, in close association with the IT Advisor and as agreed upon by the Finance Department, NIC was chosen as the agency to provide IT Support to the initiative. Over 50 meetings have been held during the span of the last 6 months in designing the application, and processing of the 82 lakh loan accounts of the farmers. The exercise was completely new and complex as the number of conditions and precautions to be observed was large and the data provided by the banks was not completely clean. A number of algorithms and process logics were required to be designed for the scheme.

The exercise was undertaken in 2 phases – Phase I and Phase II. The results of Phase I were published in the first week of Dec 14 and the results of Phase II were published on 20th March 2015. The exercise involved a total relief of about Rs 19,000 cr benefiting about 52 lakh loan accounts of  farmers.

The IT support required significant effort, creativity, care and expertise in collection, collation, analysis of the loan records, against stringent timelines. The NIC team headed by Technical Director, worked with utmost devotion and commitment to produce highly satisfactory results, ensuring that maximum number of eligible farmers get the benefit and that the conditions of the GO are strictly observed.

Keeping in view the sense of dedication, commitment, and functioning beyond the call of normal duties, displayed by the team, in reference 3rd read above, Hon’ble Chief Minister, Government of Andhra Pradesh has approved to the issue the monetary awards along with individual certificates of recognition to the following members of the team :-

Finance Department has sanctioned and issued orders for Rs.12.00 lakhs to meet the expenditure for incentive awards  after reappropriation / Resumption of funds to Information Technology, Communications & Electronics Department under head of Account “3451-00-090-11-22-500-503” .

The amount sanctioned at para-5 above shall be debited from “3451- Secretariat Economic Services, 00-090- Secretariat, 11-Normal State Plan, 22- IT&C Department, 500-Other Charges, 503-Other Expenditure-V” to deposit to JS(HRD) & DDO account.

The Joint Secretary(HRD) & DDO, IT,E&C Department shall draw the amount sanctioned & credit the amount to the bank A/c of Joint Secretary (HRD) & DDO, Information Technology, Electronics & Communication Dept., Secretariat, Hyderabad No.33892324388, State Bank of India, Gowliguda, Hyderabad, IFSE Code:SBIN0002724 & MICR Code:500002017 and issue cheques in favour of team members mentioned at para 5 above, as it is proposed to handed over the awards and certificates by the Hon Chief Minister, in a brief meeting for  highly motivating to the team members towards recognition of the hard and sincere work done by them.

All the team members mentioned at para-5 shall submit an advance stamped receipt against their award sanctioned amount to Information Technology, Electronics & Communication  Department.

This order issues in concurrence with the orders issued by Finance Department vide their eFile C.No. ITE&C-ADMN0MISC/1/2015-IT dated:7-4-2015.
