Inscribing the name of Donors under Section 51 of the Andhra Pradesh Panchayat Raj Act, 1994 – Guidelines


Commissioner, Panchayat Raj & Rural Development, has stated that several proposals are being received from the District Collectors/District Panchayat Officers in the State regarding inscribing of Donors (Indian Citizens/NRIs) name or any other name suggested by him/her to the Gram Panchayat Buildings/public utilities like Schools, Libraries, Community Halls, Anganwadi Centres etc. He has further stated that at present there are no guidelines on inscribing the Donors names in public buildings since there is a provision in the section 51 of the Andhra Pradesh Panchayat Raj Act, 1994.

The Commissioner, Panchayat Raj & Rural Development, Andhra Pradesh, Hyderabad, has furnished the proposals for guidelines for Inscribing the name of Donors/Philanthropists on the Panchayat/Mandal Praja Parishad/Zilla Praja Parishad Buildings/Public utilities, under section 51 of the Andhra Pradesh
Panchayat Raj Act, 1994.

Government after careful examination of the proposals hereby accord permission for inscribing the name of the Donors/Philanthropists on the Gram Panchayat/Mandal Praja Parishad/Zilla Praja Parishad Buildings, Public utilities like Schools, Libraries, Community Halls, Angawadi Centres etc, under section 51 of the Andhra Pradesh Panchayat Raj Act, 1994. With the following guidelines.

(1). Donation of land:

(a) Public utility buildings such as Gram Panchayat/Mandal Praja Parishad/Zilla Praja Parishad Buildings, constructed on the land donated by a donor be considered for naming the building in favour of the donor, even though the cost of building is met from Government or other funds.

(b) In case the land is donated by one individual and cost of the building is donated by another individual in cash (at least 50% of the estimated cost of the building constructions), the names of both persons shall be considered. But, the title and ownership of the said land and building after construction shall lie with the Gram Panchayat /Mandal Praja Parishad/Zilla Praja Parishad concerned only, which shall be irrevocable.

(2). Donation in cash:

Buildings/assets constructed on the land belonging to or vested with Gram Panchayat/ Mandal Praja Parishad/Zilla Praja Parishad shall be named on a plaque if any donor contributes a minimum 50% of the
estimated cost of the building/asset construction. Procedure for naming the building in favour of donor:

(i) The Grama Panchayat/Mandal Praja Parishad/Zilla Praja Parishad shall pass a resolution for accepting the donations and inscribe the name of the donor to the building/asset.

(ii) Gram Panchayat/Mandal Praja Parishad/Zilla Praja Parishad shall enter shall enter into an agreement with the donor on a non judicial stamp paper worth Rupees 100/- to fulfil the terms and conditions in the matter.

(iii) In all cases where donations as mentioned in the above paras are forthcoming the name of the donor inscribed on a plaque at a conspicuous plain in bold letters.

(iv) A plaque also shall be inserted at an appropriate place in the building with above matter.

The Commissioner, Panchayat Raj & Rural Development, Andhra Pradesh, Hyderabad and all the District Collectors are requested to take necessary action in the matter.
