Development of Water Resources Committee for release of water from the reservoirs in TG and AP


Government have re-constituted CIOKRIP and re-named it as State Level Committee for Integrated Water Planning and Management (SCIWAM) to function as the Technical Committee advising the Government and Commissioner, CAD on matters related to integrated water planning and management, including reviewing and improving water use efficiency, seasonally and covering all major and minor river basins in the State.

Government have reconstituted the existing i.e., (G.O.Rt.No.63) State level Committee for Integrated Water Planning and Management (SCIWAM).

Constitution of the River Boards under action point 2, suggested that only Government officials may be nominated as members of the boards, June and July being peak monsoon season, the Principal Secretary, I&CAD underlined the urgency involved in constituting the Boards as early as possible within the stipulated 60 days from the appointed day. The present procedure of management of water resources/ floods in both the successor states would be continued, duly informing Government of India.

ENC(I), Hyderabad, has proposed and requested the Government accord permission for constitution of an interim committee for review and release of water to ayacut under reservoirs located in Godavari and Krishna River Basins and flood management, drinking water releases etc. The committee may be constituted with the officers working in I & CAD Department and GENCO of the two successor states ( i.e., Andhra Pradesh and Telangana) to authorize the releases for the projects located in Krishna and Godavari basins. The basic principle of functioning of the Committee would be as per the conditions stipulated in section 85(8)(a) of the A.P. Reorganization Act.

Government after careful examination of the matter has decided to constitute an interim committee for review and release of water from reservoirs located in Godavari and Krishna River Basins and water to ayacut during the ensuring Khariff 2014 and flood management, drinking water releases etc., in both the successor states depending on the availability and need. Further, Krishna River consists of completed projects namely, Jurala, Bhima, SRBC, TGP, KC Canal, Nagarjuna Sagar and Krishna Delta System besides supply of drinking water to Chennai through TGP System and
water supply to Hyderabad. In addition to above assured schemes, the flood based projects namely, Nettempadu, Kalwakurthy, GNSS, HNSS and SLBC are under different stages of completion and in most of these projects partial irrigation has been given in the previous years depending on the flood flows. The committee shall be constituted with the officers working in I & CAD Department and GENCO of the two successor states ( i.e., Andhra Pradesh and Telangana).

The composition of the Committee is as follows:

1. Principal Secretary, I&CAD, AP State.
2. Principal Secretary, I&CAD, Telangana State.
3. Engineer-in-Chief (Irrigation), AP State.
4. Engineer-in-Chief (Irrigation), Telangana State.
5. Director, AP GENCO.
6. Director, Telangana GENCO.
7. Chief Engineer, Srisailam Project.
8. Chief Engineer, Nagarjuna Sagar Project.
9. Any Chief Engineer the Committee requires.
The Committee will function with effect from the Reorganization of the A.P. State ie., from 2.6.2014, the basic principal of the conditions stipulated in section 85(8)(a) of the A.P. Reorganization Act, i.e., the functions of each Board shall includea) The regulation of supply of water from the projects to the successor States having regard to –
i) awards granted by the Tribunals constituted under the Inter- State River Water Disputes Act,1956;
ii) any agreement entered into or arrangement made covering the Government of existing State of Andhra Pradesh and any other State or Union territory;
The committee, interregnum period till formation of the River Boards or within the stipulated 60 days from the appointed day.
The Engineering-in-Chief (Irrigation)/ Engineering-in-Chief (General),
Hyderabad, shall take necessary action according.
