Constitution of Committee for Declaration of Mandals as Drought affected


During South West Monsoon 2012 (1st June- 30th September), out of 1128 mandals in the State, 288 mandals recorded deficit rainfall and 8 mandals recorded scanty rainfall. The details are as follows:

As per the Andhra Pradesh Handbook for Management of Drought, 1995 and Manual for Drought Management published by Ministry of Agriculture, Govt of India, 2009, the proposals for declaration of drought should be examined with reference to the following norms and the Collectors should send specific report to the government taking mandals as a unit:

 

a)    Deficiency in rainfall of (-) 25% and above in Mandals where the annual normal rainfall is more than 1000 mm., followed by (-) 20% and above in Mandals where the annual normal rainfall is 750 mm to 999.9 mm and (-)15% and above in mandals where the annual normal rainfall is less than 750 mm i.e 749.9 mm.

b)    Compression/reduction in the cropped areas of 50% and above under all principal crops.

c)    Normal reduction in crop yields of 50% and above, comparative with average yields. However, in the case of high input oriented (seed rate heavy and cost also prohibitive) crops like groundnut, Bengal gram, hybrid sunflower etc. reduction in yield of 40% and above also should be reckoned as affected by drought, yield compared with previous 5 years.

d)    Dry spells and its impact on crop damages.

e)    Normalized Vegetative Differential Index (already prepared and submitted by NRSC to Revenue (DM) Department)

f)     Moisture Adequacy Index (already prepared by ANGRAU)

For considering declaration of drought out of the (4) norms suggested, the first norm of rainfall deficiency must be compulsory and out of the remaining (3) norms, any two norms must be fulfilled, apart from norms (e)and(f) that would be prepared by NRSC and ANGRAU respectively.

The District Collectors except West Godavari, Krishna and Hyderabad were instructed to submit the Proposals as per the above criteria for declaration of Drought affected mandals. In order to scrutinize the proposals submitted by the District Collectors, and recommend the names of the mandals to be declared as drought affected to Government, it is decided to constitute a committee.

After examination, Government has order to constitute a committee with the following members.

1.  Principal Secretary to Govt.,  Finance Dept.,                                      – Member

2.  Principal Secretary to Govt., Planning Dept.                                      – Member

3. Principal Secretary to Govt., Agriculture & Cooperation Dept.,      – Member

4.  Director of NRSC or his Representative,                                             – Member

5.  Director of IMD,                                                                                      – Member

6.  Director, Agro Climate Research Centre, Agriculture

Research Institute,  ANGRAU , Rajendranagar, Hyderabad          – Member

7.  Chief Executive Officer, APSDMS                                                        – Member

8.  Director of Economics and Statistics.                                                   – Member

9. Commissioner for Disaster Management &

Ex-Officio Prl. Secretary to Govt , Revenue (DM) Dept.,  –  Member & Convener

The above Committee shall meet and scrutinize the proposals submitted by the District Collectors as per the guidelines in the Andhra Pradesh Handbook for Management of Drought, 1995 and Manual for Drought Management published by Ministry of Agriculture, Govt of India, 2009, and recommend names of only those mandals that strictly fulfill the criteria recommended for declaring mandals as   Drought affected. The recommendations of mandals to be declared as drought affected will be include any other relevant information / details to justify the recommendations.

This order issues with the concurrence of Finance (Exp.Rev) Department, Vide there  Fin.U.O.No.7268-PFS (FP)/449/A2/Exp.Rev/2012, dt: 9.10.2012
