Committee for auction process of 4 Limestone blocks proposed for auction


Director of Mines and Geology, GoAP, Hyderabad has reported that, the following 4 Limestone blocks (3-Guntur and 1-Ananthapur) are identified in 1st phase and proposed for auction.

The Director of Mines & Geology has further reported that, the Secretary to GoI, Ministry of Mines, New Delhi vide his letter, dated 06.07.2015 communicated the activity wise check list for auction preparedness for the blocks and it is necessary to constitute a High Power Committee to deal with the financial and other related matters involved in the auctions. He has proposed to constitute a High Power Committee for decisions to be taken for finalization of auction process.

Government after careful examination in the matter, have decided to constitute a High Power Committee for decisions to be taken for finalization of auction process:

6 The Second senior most official in the Mines & Member – Convener
Geology Department, representing the Director
of Mines and Geology, Hyderabad.

The senior most Secretary to Government will chair the said meetings and approve the minutes.

The terms of reference of the committee area the decisions on:

  1. who will be responsible for carrying out the entire auction process.
  2. Constitution of Technical Evaluation Committee for evaluation of bids.
  3. Price of tender document.
  4. Bid security amount.
  5. Reservation of mineral block for particular end use and specifying permissible end uses for auction.

Eligibility Criteria.

Fixation of Reserve Price.

Parameters for Mine Development and Production Agreement (MDPA) like minimum production requirement.

Performance Security appropriation events.

Timeline for submission of application for reassessment of performance Security amount before expiry of the Performance Security validity period.

Timeframe for automatic extension of bids – for example 10 minutes.

Minimum increment of percentage of Price Offer to be submitted by qualified bidder – for example 0.05%.

Only Cement manufacturers or those intending to use material for prospective cement plant, in the state, will be made eligible to bid, in the auction process for the above proposed Limestone blocks.

The Director of Mines & Geology, GoAP, Hyderabad shall take necessary action accordingly.
