Andhra Pradesh State Audit Service Rules– Reissued


N O T I F I C A T I O N

In exercise of the powers conferred by sub section (1) of Section 16 of the Andhra Pradesh State Audit Act, 1989 (Act No.9 of 1989) and in supersession of the Andhra Pradesh Local Fund Audit Service Rules issued in G.O.Ms.No. 212 Finance & Planning (F.W.Admn.II) Department,  dated 18-07-2006, the Governor of Andhra Pradesh hereby makes the following rules for the Andhra Pradesh State Audit Service.

RULES

1. SHORT TITLE AND COMMENCEMENT:

(1)  These rules may be called the Andhra Pradesh State Audit Service Rules,

(2)   They shall come into force at once.

2. CONSTITUTION:

The service shall consist of the following categories of posts, namely:-

Category 1: Director of State Audit.

Category 2: Additional Director of State Audit in the Directorate.

Category 3:  Joint Director of State Audit /Senior Faculty in

Dr.Marri Channa Reddy Human Resources Development

Institute of Andhra Pradesh, Hyderabad/Joint Director T.T.D.,

Category 4: Deputy Director of State Audit/Examiner of Accounts in

Municipal Corporations in the State

Category 5: District Audit Officer, State Audit/Audit Officer, State

Audit/Assistant Examiner of Accounts in Municipal Corporations in the State/ Junior Faculty in Dr.Marri Channa Reddy Human                                 Resources Development Institute of Andhra Pradesh,  Hyderabad/Junior Faculty in Dr.Marri Channa Reddy Human Resources Development Institute of Andhra Pradesh Eluru.

Category 6: Assistant Audit Officer, State Audit/Assistant Lecturer in Dr.Marri Channa Reddy Human Resources Development

Institute of Andhra Pradesh, Hyderabad/Assistant Lecturer in   Dr.Marri Channa Reddy Human Resources Development

3. METHOD OF APPOINTMENT AND APPOINTING AUTHORITY:

 

Subject to the other provisions in these rules the method of appointment for the categories specified in Column (1) of the table below (the method of appointment and appointing authority) shall be as specified in column (2) thereto and the competent authority to make the appointments shall be the authority as specified in corresponding column (3) thereof

(i)    By direct recruitment.

 

(ii)   By Recruitment by transfer from the category of Senior Auditor of the Andhra Pradesh State Audit Subordinate Service.

Regional Deputy Director of State Audit.

 

NOTE: In the case of appointment to the post of Assistant Audit Officer, State Audit,the first substantive vacancy in each unit of three substantive vacancies, shall be filled by direct recruitment and the rest by appointment by transfer.

4. RESERVATON OF APPOINTMENTS:

(a) The rule of reservation under Rule 22 and 22(A) of the Andhra Pradesh State and Subordinate Service Rules 1996 shall apply.

(b) In the matter of direct recruitment to category 6, Women shall be selected to an  extent of at least 33 1/3 % of posts in each category of O.C., B.C., S.C., S.T., Physically Handicapped and Ex-Servicemen quota.

Provided that if sufficient numbers of women candidates are not available, such vacancies may be filled by men candidates.

5. AGE:

No person shall be eligible for direct recruitment if he is less than 18 years of age and unless otherwise specified in the special or adhoc rules and if he is more than 34 years of age as on the 1st July of the year in which the notification for selection to the relevant post, category or class or a service in made

6. QUALIFICATIONS:

(a) No person shall be eligible for appointment to the category specified in column

(1) of the Annexure by the method specified in the corresponding entry in

column (2) thereof, unless he/she possesses the qualifications specified in the

Corresponding entry in Column(3) thereof.

 

(b) No Person shall be eligible for appointment by transfer or promotion unless he /she has put in not less than 3 years of service in the category from which the promotion is made.

7. PROBATION:

(a) A person appointed to any of the posts by direct recruitment shall, from the date  of joining duty be on probation for a total period of two years on duty within a  continuous period of three years.

(b) A person appointed to any of the posts by promotion or by recruitment by transfer, shall from the date of joining duty be on probation for a total period of  one year on duty within a continuous period of two years.

8. TRAINING AND TESTS:

(a)   A person appointed by direct recruitment to category (6) shall undergo training  for a period of 28 weeks in all the branches of work  ertaining to the          Department as per the syllabus and programme drawn up by the Director of State Audit. The period of training shall count for probation, increments,  pension and leave;

(b) A trainee shall, during the period of his probation pass the Subordinate Accounts Service Examination conducted by the Andhra Pradesh Public

Service Commission;

 

(c) Every candidate appointed by direct recruitment to the post shall before the  commencement of the training, execute an agreement in the proper form with two sureties binding himself

(i) to undergo training for a period of 28 weeks as provided in clause (a);

(ii) to serve the State Audit Department as Assistant Audit Officer for  a

minimum period of three years on duty after completion of training;   and

(iii) to refund the State Government the total amount drawn by him/her as pay                      and allowances excluding travelling allowances while undergoing training in case he/she fails to fulfil any of the aforesaid conditions and if he discontinues the training or is discharged from training courses for misconduct or any other reasons or if he seeks employment outside the State.

(d) A person appointed as Assistant Audit Officer by Direct Recruitment and sent   for training shall be eligible to draw the minimum of the scale of pay with usual allowances admissible to the post of Assistant Audit Officer.

9. UNIT OF APPOINTMENT:

For the purposes of recruitment, appointment, discharge for want of vacancy, seniority, promotion, transfer and appointment as full member, the unit of appointment shall be as specified in the table below:-

Provided that the posts in Category 5 and Category 6 in the office of the Director of State Audit and attached offices shall be filled by drafting persons from the corresponding units of appointments in the ratio of the basic cadre strength of the posts in each of the units for a period not exceeding three years at a time.

  1. TRANSFERS AND POSTINGS:

All transfers and postings of persons belonging to category 6 shall be made by the Regional Deputy Directors of State Audit of respective zones and in the case of Category 5 the Director of State Audit and in the case of Categories 1, 2,3 and 4 the Government shall be the competent authority to do so.

  1. SAVINGS:

Nothing in these rules shall affect the appointments made in accordance with the repealed rules issued earlier.
