the scheme – issued. AGRICULTURE AND COOPERATION [HORTI] DEPARTMENT
G.O.MS.No. 21 Dated: 20.05.2015

State Government has approved the Action Plan for APMIP for the year 2015-16 to implement
in an area of 1.00 Lakh Ha with revised guidelines.

The Commissioner of Horticulture has requested the Government to issue the guidelines for the r e v i s e d subsidy pattern to be adopted, along with other implementation aspects, for implementation of APMIP.

The State Government after careful examination of the proposal of the Commissioner, Horticulture and in partial modification of the orders issued in the G.O. 1st , 3rd & 4th read above, hereby issue the following guidelines for the implementation of the APMIP in State :-

I. All SC/ST Farmers under Small Farmers/Marginal Farmer (SF/MF) category and all other SF/MF Farmers in a Revenue Village are eligible for Micro Irrigation (MI) Systems upto a maximum subsidy of Rs.1,00,000/-(Rupees One Lakh only) or maximum 5 acres, whichever is less, per family, irrespective of their economic status. However in Ananthapuramu and Chittoor Districts farmers holding below 10 Acres are considered as SF for the purpose of sanction of Micro Irrigation as per the orders issued in references GO 3rd & 4th read above.

II. All Other farmers in a revenue village are eligible for 50% subsidy, up to a maximum subsidy of Rs.2.00 lakh on MI system unit cost, per family, without area limit i.e., up to land ceiling limit in all 11 Districts in AP excluding Ananthapuramu & Chittoor District.

4. Eligibility of Farmers:

a) For (11) districts of A.P excluding Ananthapuramu & Chittoor.

5. Criteria for identification of Beneficiary Farmers:

a) Under the scheme, the Beneficiary Farmer is defined as every land holder, who is either an owner ( or ) a tenant farmer (with a lease Agreement for at least 10 years) with a functional water source, either own or shared, in the Revenue Village.

b) Definition of Beneficiary Farmer categories:
???? Farmers with holding upto 2.5 acres of dry land or 1.5 acres of wet land are defined as Marginal Farmers.
???? Farmers with holding upto 5 acres of dry land or upto 2.5 acres of wet land are defined as Small Farmers.
???? Farmers with land holding above 5 acres of dry land or above 2.5 acres of wet land are defined as Other Farmers.

c) The total land holdings of the Farmer as per the Title Deed shall determine the category of Farmers.

d) In the case of Tenants, the extent of land held by the Owner / Lessor shall determine their eligibility category.

e) In the absence of Title Deed, other documents like attested copy of the Registered Sale Deed along with the Encumbrance Certificate from the Registration Department, shall determine the category of the Beneficiary Farmer, duly taking the total land holdings of the Farmer into consideration.

6. The Farmer Beneficiaries who have already availed the benefit of Micro Irrigation cannot avail further assistance for the same land, for the next 10 years.

8. a) Targets will be allotted to the Districts only, by empanelling the MI Companies
for the District, so that the farmer can choose the MI Company of his choice, among the
empanelled MI Companies for the District.

b) The list of empanelled MI Companies under APMIP, who are interested in taking up installation of MI Systems under APMIP for the year 2015-16 is enclosed as Annexure – 1 to this order.

c) The area of operation i.e. Districts for the MI Companies, for taking up the MI installations under APMIP for the year 2015-16, is enclosed as Annexure – II to this order.

d) In case of any exigency, the Government have the right to allot any MI Company to any District in the State and the MI Company will have to take up MI installations in the allotted district.

e) In case of violation of guidelines, and companies not following specifications the Government has the right to cancel the empanelment of the MI company without any notice.

f) The MI Companies have to extend after sale services for a period of 10 years for
the MI systems installed under this Programme.

g) The MI companies have to upload the Bench Mark Survey, Bill of Quantity, Trench
Status, Completion Certificate and Final Invoice in online process with their concern logins. If the
MI company uploads any false data, action will be initiated against the MI company without giving
any prior intimation.

h) The MI companies have to take up installations during the year 2015-16 with unit costs
is enclosed as Annexure- 3 of this order.

9. Government desires to extend the facility to every eligible farmer and Government reserves
the right to fix payment schedule after due consideration with MI Companies.

10. This order will come into force with immediate effect.

11. The Commissioner of Horticulture, Andhra Pradesh, Hyderabad shall take further
necessary action in the matter accordingly.
