9121.88 lakhs to meet the backlog expenditure 2013-2014 under INDIRAMMA Pensions


The Government have issued a consolidated Budget Release Order (BRO) for an amount of Rs. 19167.00 lakhs Plan as an additional in relaxation of the Treasury Control orders and Quarterly regulation orders to meet the backlog expenditure of 2013-2014 under Social Security Pensions, of which an amount of Rs. 9121.88 lakhs has been earmarked under INDIRAMMA Pensions to Disabled  persons.

2.         Government after careful examination, hereby accord administrative sanction for release of an amount of Rs.9121.88 lakhs (Rupees Ninety one crores, twenty one lakhs and eighty eight thousand only) to the Commissioner, Rural Development, AP, Hyderabad to meet the backlog expenditure of 2013-2014 under “INDIRAMMA Pensions to Disabled  persons”

3.         The amount sanctioned in para two above, shall be debited to the following Heads of Account:

(a)        General Plan of Rs. 7024.71 lakhs (Rupees seventy crores, twenty four lakhs and seventy one thousand only):

2235             –   Social Security and Welfare

60                 –   Other Social Security and Welfare Programmes

MH-200        –   Other programmes

GH 11          –   Normal State Plan

SH (24)        –   Pensions to Disabled Persons

310               –   Grants in Aid

312               –   Other grants in aid.

(b)        Special Component Plan for SCs of Rs.1549.85 lakhs (Rupees fifteen crores, forty nine lakhs and eighty five thousand only):

2235            –     Social Security and Welfare

60                –     Other Social Security and Welfare Programmes

MH789        –     Special Component Plan for Scheduled Castes

GH 11         –     Normal State Plan

SH (24)       –     Pensions to Disabled Persons

(c)       Tribal Areas Sub Plan of Rs. 547.32 (Rupees Five crores, forty seven lakhs and thirty two thousand only):

4.         The Commissioner of Rural Development, AP., Hyderabad shall draw the funds as sanctioned vide para two above by presenting a Grants-in-aid Bill, and release the same by way of Electronic Clearance Service (ECS) in favour of the CEO, SERP, SB Account No. 62206194762 (IFSC: SBHY0020263), SBH, Adarshnagar Branch, Hyderabad, after obtaining the budget authorisation from the Director of Treasuries and Accounts, AP., Hyderabad and intimate the allotment of funds to the Government and also watch the drawal and utilization of funds by the DRDAs,  and the District Collectors.

5.         The CEO, SERP, AP., Hyderabad is requested to proportionately bifurcate funds for the both the States, i.e. the State of Andhra Pradesh, and the State of Telangana and release the amount accordingly for disbursal in both States.

6.         The Commissioner, Rural Development, AP., Hyderabad is informed that, the allotment cannot be construed as an authority for incurring the expenditure and the same shall be spent under proper sanction of the competent authority as prescribed under relevant Rules, and he is further informed that no further budget will be released until the DOR is received

7.         The Director of Treasuries and Accounts, AP., Hyderabad is requested to issue necessary Budget authorization to the Commissioner, Rural Development, AP, Hyderabad based on the BRO issued vide GO read above.
